Where the removal of blight is <br /> concerned, the location of the project is determined, quite simply by <br /> where the blight is found. <br /> - <br /> The property described in the Resolutions is necessary for the proposed <br /> project. <br /> The attached plans showing the subject parcels and the proposed site <br /> plan of the shopping center illustrate that these two ownerships are <br /> necessary to the project. Both parcels are adjacent to vehicle <br /> entrances to the shopping center. Both parcels are contaminated with <br /> toxics that the RWQCB has ordered to be cleaned up, a process that can <br /> be taken care of as an incident of the construction of the project. <br /> The Greer parcel must be cleared of toxics in order that the adjacent <br /> parcel (formerly owned by the Southern Pacific Company) can be cleared <br /> of the toxic plume emanating from the Greer parcel. The Syme parcel is <br /> necessary for the construction of Building B, and the Greer parcel is <br /> necessary for the construction of Building D. The total square footage <br /> of the two parcels is necessary to make the proposed project economic. <br /> The acquisition of a fee interest in each parcel is necessary to <br /> achieve the objectives stated above. <br /> The offer required by Section 7267.2 of the Government Code has been <br /> made. <br /> The attached affidavit indicates that notice was given to each person <br /> whose property is to be acqui red by emi nent domain and whose name and <br /> address appears on the last equalized county assessment roll.
