Minufes of fhe Civic Cultural Commission Page 2
Thursday, March 5, 998
Chairperson Ball shared newspaper articles on the Ballroom Dance Program at
Kennedy Middle School and the award of a grant to the Redwood City
Educational Foundation by the Peninsula Community Foundation.
Superintendent Centeno noted that the Commission had also received notice of
the Request for Proposals from the Peninsula Community Foundation Emerging
Arts Fund.
ITEM 1 — LIBRARY PROGRAMS
Celia LaRiviere spoke regarding upcoming Library Programs in March which
feature a science theme. She also noted that the Archives Open House would
be held on March 7 from 1:00-4:OOpm. Ms. LaRiviere also pointed out that the
Library Foundation has been established and officers have been chosen.
ITEM 2 — PROPOSAL TO ESTABLISH A COMMITTEE TO REVIEW CURRENT
BOARD AND COMMISSION STRUCTURE WITHIN THE PARKS,
RECREATION AND COMMUNITY SERVICES DEPARTMENT
Superintendent Centeno described the staff-generated proposal to bring together
a committee representing all the boards and commissions supported by the
Department to review the current structure and recommend any changes to
Council. She noted that the idea had come up as a result of the often less than
numerous applications for available positions; the expansion of the Department
into new program areas; and the desire to take a look at how we are currently
organized. The Commissioners expressed their concerns that any consolidation
would take away from the emphasis on cultural activities, would be too broad a
group, and would not be able to function within a broader organization. The lack
of comment about cultural activities at the recent Council study session was
noted.
M/S Britschgi/Saye: To request that Council pursue filling the finro current
vacancies on the Commission as soon as possible and proceed with the
regular schedule for announcements of terms that will expire at the end of
April. 1998. The current sense of the Commission is that it would not be
appropriate to blend the Cultural Commission with any other group,
however, representatives from the Cultural Commission will participate in
the Department-wide committee to review any changes.
Motion passed unanimously.
Commissioners Britschgi and Saye agreed to serve as Cultural Commission
representatives to the Department-wide committee.
ITEM 3 — OVERVIEW OF CITY BUDGET PROCESS AND TIMELINE
Superintendent Centeno explained that each Department has been asked to
bring in budgets with no more than a 3% overall increase. Exceptions to this rule
