Civic Cultura!Commission Page 2 <br /> Minutes of January 6, 2000 <br /> ITEM 1 — PUBLIC ART IN CITY HALL, COIp�MUNITY DEVELOPMENT -- <br /> DIRECTOR NELS9N <br /> Director Nelson prov�ded the Comr�ission with an o�enri�w of her research to <br /> date. She noted her interest-iA develo�ing a criteria for the art gailery space <br /> in City Hali as weli as a criteria for the City accepting pieces of art versus <br /> dealing with each art work separately. Director Nelson distributed copies of <br /> the Visual Arts Committee policies for the City of Mountain View. Ms. Nelson <br /> had the work appraised by an expert in Asian art. She noted that a written <br /> report is forthcoming. In the interim, the expert was able to report that the <br /> piece was made of serpentine, has an approximate value of $18,000 to <br /> $25,000 and is the type of piece often seen in the lobbies of major hotels. <br /> Director Nelson aiso asked a member of the Architectural Review Committee <br /> to review various locations for the piece within the scope of City Hail. Ms. <br /> Nelson presented photos of the proposed spaces with the ship superimposed. <br /> Superintendent Centeno presented a memo to the Commissioners presenting <br /> the following recommendations: <br /> 1. Take action to support the City Hali Architect's originai concept for the <br /> butiding. This concept designated the waiis of the Art Gallery, offices, <br /> haliways and walls not visibie from the front curved window wail as <br /> appropriate spaces for the placement of public art. <br /> 2. Take action to confirm their support of the Redwood City Art Center as <br /> being the providers of art for the Art Gallery. <br /> 3. Take action to support the relocation of the Sister City serpentine ship to <br /> the first floor lobby of the City Council Chambers. <br /> Ms. Uccelli spoke regarding the amount of time that has been spent in <br /> coming to a decision on the topic noting she believes the issue has been <br /> studied enough and that now some actlon is required. <br /> The Commissioners commented on: the difference between this giR <br /> specificaily for the City Hall and other pieces of art; the issue of how far the <br /> archltect's original concept needs to rnntroi future decisions; the number of <br /> people and visibility of the gift; how the art gallery area was included in the <br /> City Hall design; and the need to create addit�onai visuai cues and <br /> informational mate�ials regarding the existence of the gaitery. <br /> A guest to the meeting noted that her concept of public art would be more <br /> citizen friendly and open to local artists. She noted it did not feel that the <br /> public was invited to stroll the hallways and view pu6lic art. <br /> M/S Britschgi/Saye: To recommend the serpentine ship be moved <br /> from its current location to the first floor of City Haii on the wail <br /> between the reception desk and the elevator. <br /> Motion passed.
