<br /> __00- - - -~- - __0- - - -- ---. -- -- <br /> REPORT: Redevelopment Agency Director, October 13, 1992 <br /> Redevelopment Agency Director Church presented the staff report and <br /> described the request for an additional amount of $145,000 for 811 <br /> Whipple Avenue to cover the costs of demolition and site clearance, <br /> fixture and equipment costs and relocation expenses and selection of <br /> developer, leaving a balance of $1,957,000 for housing from the bond <br /> issue; and the request for $22,070.64 to be allocated from the Agency <br /> Housing Fund (Fund 806) to assist the Shelter Network of San Mateo <br /> County with Redwood Family House to cover a shortfall from last year <br /> created when HUD refused to reimburse them for some operating expenses. <br /> Sue Christiansen, Finance Officer of Shelter Network, described the <br /> expansion of services created to qualify for the HUD grant, and its <br /> subsequent limitations on reimbursement of operations expenses; their <br /> fund raising activities; and the amount of money raised and spent in <br /> Redwood City. <br /> In response to Directors questions, Director Church described CDBG <br /> funding and the $22,070.64 from the $1.4 million capital allocation. <br /> Director Church advised that Redevelopment Counsel Hildebrand has stated <br /> there is precedent for this type of expenditure. <br /> Director Murray voiced his support for the project, but expressed his <br /> concern at a nibbling away of funds that are needed for bigger projects, <br /> and stated he did not support a policy of dipping into these funds, but <br /> preferred using CDBG funds instead. Director Murray stated these funds <br /> should be used for affordable housing units in Redwood City. <br /> Director Church described funding from tax increment housing fund, <br /> the 806 Fund, and described staff's efforts to not use these funds for <br /> operational costs. <br /> Directors Claire and Bury described the purpose of the housing fund was <br /> to provide shelter and this expenditure was not in conflict with that <br /> goal. <br /> Mayor la Berge advised Shelter Network that the City would be interested <br /> in working with them on their fund raising activities. <br /> TITLE READ.
