Coun-
oilman Holmquist was of the opinion that Mrs. Offermann wanted manhole in the middle
of the street or between the property. City Engineer Jain further stated that the
P. G. & E. Company could have installed a smaller manhole cover without inconvenience
in getting their equipment in and out; that he had written to the P. G. & E. Company
and they had been in contact with us two or three times. Councilman Morgan raised
a point about property owner's rights regarding placement of manhole, should property
owner wish to_put in a driveway sometime in the future. City Engineer Jain thought
that with the Council's action the City could require the P. G. & E. to correct
replacement and insist on smaller manhole cover as the sketch did not show the type
of cover at that time. In answer to Councilman.Spiller's inquiry as to why the
City must let them tear up streets and Councilman Britschgi's inquiry whether they
had right on sidewalks, City Engineer Jain replied this was covered by a franchise
owned by the P. G. & E. Councilman Britschgi moved that this matter be turned over
to the City Manager and proper authorities and should any action be needed that it
be requested of the Council at the next meeting. Motion was seconded by Councilman
Holmquist, and carried.
LETTER FROM M. A. POSS AND F. M.
