439 <br />Currie advised this could not be done, but that Mr. Spitzer could deposit a bond <br />to insure payment on the basis of the Engineer's estimate, the bond to insure payment <br />in cash when the exact amount of the assessment is determined. Building Inspector <br />was requested not to issue any permits until a final arrangement had been made be- <br />tween contracting parties. Mayor Werder suggested letter be referred to the City <br />Attorney for a reply, if there were no objections. <br />REPORT OF COUNCILMEN GRANGER AND SPILLERS ON MEETING WITH THE LIBRARY BOARD REGARDING <br />the building of a new branch library. Councilman Granger reported there had been <br />some discussion on this but that no meeting had been held. Carried on the agenda. <br />MAYOR WERDER PRESENTED AN AWARD TO CHIEF COLLINS GIVEN BY THE CALIFORNIA SAFETY COUNCIL <br />for the past year, as during that time fatalities were decreased by three from the <br />previous year, the best record for any city which fell in the group from 10,000 to <br />20,000 population in the state. Mayor Werder also suggested that a traffic safety <br />division be set up within the Police Department which would require practically full <br />time of someone in the department to take over this job, special attention to be <br />given during heavier periods of traffic, including high school hours, Saturday traf- <br />fic, commuters group, etc. Councilman Morgan added that additional duties should be <br />given to those in the department. Councilman Granger commented that this was an <br />especially good idea and that 3 or 4 years ago an attempt had been made to do this, <br />but it had not been carried through. Councilman Morgan moved that this be referred <br />to the City Manager and Chief of Police for definite recommendations to be brought <br />in on the July 5th meeting, seconded by Councilman Swift. Chief of Police Collins <br />said they would have definite information to work on, as a man would be back in the <br />department who was now spending eight weeks with the FBI. Motion carried. <br />CITY ATTORNEY REPORT ON TENTATIVE MAP OF WOODSIDE TERRACE. City Attorney Currie advised <br />that a joint meeting of the Planning Commission, and representatives of the Elemen- <br />tary and High School Districts had been held, and that the original map had been <br />broken up into five sections, and the sections would be presented at different times <br />for approval. In regard to the water situation City Attorney informed the Council <br />that subdividers intended to file suit, that there was nothing in the ordinance to <br />permit Council to withhold filing of map, that the city would have nothing to stand <br />on if this went to court, and further informed the Council that the same end would <br />be accomplished if subdividers were required to put up bond for improvements, includ- <br />ing water system. Question of when to affix signatures was discussed, City Engineer <br />Jain stated that he approved certain things under certain conditions, but in the <br />past had not signed any of the maps until approved by the Council as his signature <br />was to be the last to be affixed and he wished the Council's advice on this, if he <br />should so continue. In order to help out the subdividers in the past he had <br />recommended Council's approval subject to certain conditions. It was the consensus <br />of opinion that the City Engineer continue as he had done in the past, affix his <br />signature after final approval by the Council. <br />REPORT.ON 504 Hamilton, owners Mr. & Mrs. P. Flores, improvement of property or removal <br />of tenants. Councilman Holmquist stated that he had conferred with County officials, <br />and although they made no promises thought they could help in finding a place for <br />the tenants. City Engineer reported that many more signatures had been added <br />to the petition, but the petition was still being circulated for more names although <br />
