Mayor Werder suggested that on review Mr. Weiss 4 4 1 <br />would find that the Council certified for payment on resolution money that had been <br />appropriated in the annual budget and adopted by ordinance. Mr. Weiss thought any <br />other appropriations made from time to time should be in accordance with the Charter <br />in the public interest. Thought Council should take action to enact emergency ordi- <br />nance or resolution to require subdividers to provide proper utilities, street lights, <br />sidewalks, etc., and in addition should deed land for school in accordance with <br />National standards set up, without cost to the City or School District. Claimed that <br />subdivisions up to 500 homes would bring need for schools, and that land should be <br />provided at undeveloped prices, so it would not be necessary to buy land from sub- <br />divider for schools at developed prices; felt subdivider should share problems of <br />community. Mayor Werder thanked Mr. Weiss for his comments. In reply to Mr. Weiss' <br />comments Councilman Morgan stated the city was in need of good subdivision ordinance <br />and this should be taken care of as soon as possible, that those responsible for <br />drawing up ordinance must take into consideration that school property was State <br />property, not City property, and that it would be necessary to work in conjunction <br />with the school boards and the state to ask if they would accept land, that this <br />procedure should be adopted and should have been done a couple of years ago. <br />REPAIR OF HARBOR BOULEVARD. Councilman Granger asked if this had been taken care of. <br />City Manager Rolison informed the Council that the city had made proposition and <br />was waiting for other groups to respond, that one hearing had been held in the <br />Council Chambers. <br />REGARDING LICENSE ORDINANCE. Councilman Britschgi pointed out that all could look for <br />faults, that it was very difficult to get to a lot of meetings, the City Attorney's <br />time was very crowded at this time with Perry Street Parking Lot negotiations, <br />Native Daughter's Park, and Port affairs, and Mr. Currie had asked that some meet- <br />ings be postponed until some of these matters were cleaned up. He further added <br />that he did not think anyone was laying down on their job, that a little patience <br />was needed on the part of the people. <br />CITY ATTORNEY CURRIE AD`TISED THAT SECTION 15 PROVIDED EXPENDITURES OVER $500 be made <br />only by ordinance; appropriations are originally enacted by ordinance but if another <br />ordinance had to be passed for every $500 at the time of expenditure, this would <br />require an ordinance every time the City Engineer received his monthly salary. While <br />it may appear that the Council is expending funds by motion, the money has previously <br />been appropriated by ordinance. <br />REGARDING ABATEMENT NOTICES. Building Inspector Duncan posted all buildings after the <br />Council meeting, some will come up at the next meeting and others late. <br />MR. WEISS STATED HE WAS NOT CRITICIZING THE COUNCIL BUT HE FELT THAT LAND FOR -SCHOOL WAS <br />AN URGENT DECISION TO BE MADE, that other cities were taking such action and the <br />County Board of Education was highly in favor of such procedure, and to Councilman <br />Britschgi he said he was not criticizing the necessary delay of action on the <br />License Ordinance but thought it should appear on the agenda so all will know it <br />has not dropped from sight. <br />PLANNING COMMISSION APPOINTMENTS. Councilman Holmquist thought some time should be taken <br />to consider appointments. Mayor Werder suggested that every consideration should <br />be given to these appointments and that the Commission be asked to please make a <br />report on the attendance at their meetings; those not attending should not be <br />
