Mayor Hilton wished to <br />knoll; legal status and. City Attorney Currie informed council members that notice to <br />abate was posted on Friday, February 13th, and hearing was set for March 1st. One <br />point of' controversy related by Mayor Hilton was that in the opinion of Building <br />Inspector Duncan the building could not be remodeled for the price quoted by the <br />contractor and a higner Figure would 'be over the alletted 20%. Councilman Werder <br />pointed out that though Mr. Hynding did not conform to time limit, that tenan-cs had <br />admitted being at fault for not vacating building an time; if Council sees fit to <br />accent original bid figure, and if legal and can ae done in the opinion of Uity <br />Attorney, he would move that permission 'be given to repair the building subject to <br />price given at a previous meeting. Motion was lost for want of a second. Council- <br />man Holmquist reminded council members that after grant of permit at tnat time he <br />asked that Council appoint a committee of three contractors to look, into this kind <br />of case. Councilman Britschgi moved that request be denied, seconded by Councilman <br />Granger. Motion carried on roll call, Councilman Werder voting No. Councilman <br />McNulty noted absent. <br />COMIMITTEE OF CITIZE14S APPEARED BEFORE ThE COUNCIL TO PROTEST T.,IE BALL PLAYING AND <br />ATTENDANT NOISE AND CONFUSION IN THE AREA KNOWN AS STAFFORD PARK. Mrs. W. C. <br />Railing addressed the Council to the effect that the park -was intended when presented <br />to the City by Mr. Stafford, as a cultural center, not for playground purposes. Mr. <br />E. '1. (Ned) Butler also addressed the Council and stated Vi.at da -mage was being done <br />to hi's garden and property. Atter considerable discussion it -vas decided that play <br />would be restricted to smaller children and baseball games would be prohibited. It <br />was the eoncensus of opinion that eventually the construction of a branch library <br />and the planting of trees and shrubs would take care of the situation. Councilman <br />Granger then moved that the Park and Recreation Commission be notified that this <br />subject had. come before the Council and is being; referred back to them for recom- <br />mendation. Motion was seconded by Councilman Werder and carried. It was secondly <br />moved by Councilman Granger t.:iat it be immediately referred to the City Manager to <br />check into the planting of trees and shrubs as soon as possible. Mr. Butler <br />suggested that some of the residents would be willing to donate memorial trees. <br />Mrs. Railing expressed her a;.Dpreciation to the Council members for hearing the <br />above protests and to !o1r. The assessed valuation of J1b,000 has been pushed up to 150,000 and <br />the property is not bringing in any revenue for the Legion. They have been solici- <br />ting for two years for funds fot a building and Mr. Whitehead proposed that the <br />assessment be reduced to a monimal figure and further stated that some cities <br />
