RE50LUTION NO. 13-16 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br /> REDWOOD CITY RECOMMENDING CITY COUNCIL CERTIFfCAT�ON <br /> Q� THE FINAL ENVIRONMENTAL 1MPACT REPORT FOR THE <br /> STANF'ORD IN REDWOOD CITY PRECISE PLAN; AqOPTION OF <br /> CEQA FINDINGS; ADOPTION OF STATEMENT �F OVERRiD[NG <br /> CONSIDERATIONS FOR EACH SIGNIFICANT UNAVO�DABLE <br /> ENVIRONMENTAL IMPACT IDENTlFfED IN THE EIR; AND AD�PTION <br /> �F A MITIGATION MONITORIfdG AND REPORTING PLAN, ALL IN <br /> ACCORDANCE WITH THE REQUIREMENTS OF THE CALIFORNIA <br /> ENVIRONMENTAL QUALITY ACT <br /> WHEREAS, in May, 2�08, Stanford University ("Stanford"} applied for a General <br /> Plan amendment and a rezone to allow demalition of sight existing affice research and <br /> developmen# (R&D) buildings totaling approximately 537,000 sq�are feet that are <br /> proposed for replacement, in muitiple �hases, with adminis#ra#ive functions and office <br /> uses (75°/a #0 100%), research and de�elopment uses (0% to 90%), and medical clinic <br /> uses (Q% ta 15%) as well as common support uses (i.e. cafeteria, childcare center, <br /> fitness ce�ter and ather employee amenities) in up to 1,518,000 square feet of building <br /> space in approximately thirteen commercial buildings supported with approximately faur <br /> parking structures, on-site surtace parking and �ew sfreet parking that would contain <br /> 4,5�a parking spaces. (Assessor's Parcel N�m�ers 054-141-18a, 05�-141-220, 05�4- <br /> 141-230, Q54-150-120, 054-15Q-1�40, 054-150-150, 054-150-16a, 054-150-170, 054- <br /> 150-180, Q54-�50-19Q anc� common area parcel A.) The project also proposes an <br /> onsite storm water retention system, a recyclec! water pipeline extertsion, dual piping far <br /> use vf recycled water, a central greenway and a publicly accessib�e open space area <br /> adjacent to Spinas Park. !n addition, Barran, Warrington and Hurlingame street <br /> extensions are proposed through the campus fo imprave pedestrian, bicycle and <br /> vehicular circulation consistent with the City's General Plan Circulation Element <br /> complete streets polic�es; and <br /> WHEREAS, on Jufy 9 5, 2Q08, tha Planning Commission hefd a hea�ing and <br /> recommended that the City Council initiate the requested General Plan and Zoni�ng Map <br /> Amenclments, as weil as a Precise Plan for #he entire 48-acre former Mid-Point <br /> Technology Park, includir�g both Stanford's originally proposed 35 acres and an <br /> additional 13 acres comprising the existing Stanford Medical Clinics at 420, �430, 440, <br /> and 45Q Broadway and an industrial site at 550 Broadway (the "Stanford in Redwood <br /> Ci#y Precise Plan" or"Project"); and <br /> WHEREAS, an August 11, 2008, the City Council held a hearing and approved <br /> initiation of the General Plan and Zoning Map Amendments and Precise Plan for the <br /> entire 48-acre Stanford in Redwood City Precjse Plan area.
