to ensure that future on-site and off-site impra�ements for the entire �48-acre campus <br /> are designed comprehensively; and <br /> WHEREAS, on October 14, 2008, the Planning Commission held a Scoping <br /> Session hearing to obtain pubiic input a� environmental topics to be included in the <br /> Draft Environmentai Impact Report ("DEIR") for th� Project; and <br /> WHEREAS, on November 20, 2008, December 3, 2008 and January 9, zaas, <br /> City staff sponsored three CitylCounty neighborhoodlcommunity outreac#� workshops. <br /> Based on input pro�ided at the workshaps, staff worked with Stanford University to <br /> refine its development concept {�lan and ta establish a regulatory framework for the <br /> Precise Plan (as further described on pages 3-6 anc! 3-7 of the Draft EIR); and <br /> WHEREAS, on July 14, 2009, the Pianning Commission and Architecturaf <br /> Review Committee (now the Architect�aral Ad�isory Cammittee} held a Joint 5tudy <br /> 5ess�on to provide input on the revised Stanford in Redwood City de�elopment concept <br /> plan; and <br /> WHEREAS, on September 15, 2009, the City Council held a hearing to pro�ide <br /> staff with input on the Fiscal and Economic studies prepared for th� Project. The City <br /> Council also approved the "Guiding Princi�les" that City and Stanfard staff developed to <br /> help guide the negotiation �rooess for an anticipated Developm�nt Agreement (DA) <br /> beiween the City and Stanford University; and <br /> WHEREAS, �n October 11, 2010, th� City Co�ncil approved a new Genera! <br /> Plan, whic� chang�d the land use designatian for the Project site to "Cammercial- <br /> OfficelPrafessionallTecfi�nology" and "Hospital" (for tf�e existing medica� clinic property) <br /> and the General Plan amendment became unnecessary; and <br /> WHEREAS, on November 8, 2Q�0, t�e City Council and Planning Commissian <br /> held a Joint Study Session to consider a project update and oveNiew af draft chapters <br /> of the Stanford in Redwaod City Precise Plan. The City Council also directed the City <br /> Manager to begin a negotiation process with Stanford Uni�ersity for the DA and <br /> appointed a City Council ad-hoc subcommittee to pro�ide input from time to time as <br /> requested by the City Manager; and <br /> WHEREAS, from January to December 2Q11, the City's en�ironmenta� <br /> consultant (M1G} prepared a DEIR pursuant to the requirements of the Califarnia <br /> Environmental Quality Act (Public Resources Code Section 2100a et seq.; hereafter, <br /> "C�QA") and the Guidelines far Implementation of the California Envi�onmental Quality <br /> Act (Title 14, Sections 1500a et seq. of the California Code of Regulations; hereafter, <br /> the "CEQA Guidelines"}; and <br /> WHEREAS, the DEIR was released for a 45 day pubiic reviewl commen# period <br /> beginning on January 26, 2012 ar�d endir�g on March 'f2, 2Q92, and the Draft EIR was <br /> fifed with the State Office of Planning & Research under State Cfearinghouse No. <br /> 2008102023; and <br /> ATTYIRE50,2$58/PC RESb RECOMMENDING STANFORD EIR CERTIFICA710N <br /> fiEV;OS-I5-13 VR <br /> Page 2 of 56 <br />
