Impact: Impact 15-1: Geotechnical Hazards Associated with Project Exca�ation <br /> and Grading. The project's proposed exca�ation and grad�ng acti�ities have the <br /> potential to destabilize existing buried utili#ies and bu�lding fou�dations, ar to <br /> create conditions that would patentially compromise the safety or stability of <br /> propased project improvements. The project applicant's preiiminary geotechnical <br /> in�estigations (Lowney Reports ! and f I; and Cornerstone Earth Group, Marcfi� <br /> 2Q08) made initial assessments of these conditions, but a design-ler►el <br /> geotechnicai inr►estigation will be needed to adequately address all grading and <br /> excavation activities on the deveiopment site. Without such a study--and without <br /> the assvciated supervision of an engineering geologist or geotechnical engineer <br /> during project grading and construction--#he safety and long-term stability af <br /> existing and proposed project impro�ements cannot be assured. <br /> Mitigation: Mitigation 15-1, As recommended by the project's preliminary geotechnical <br /> investigations, prior ta City issuance of grading permits for indi�idual project <br /> construction phases, the applicant shal! be required to retain a registered <br /> engineer�ng geologist or geotechnical engineer to prepare detailed, design�level <br /> geotechnical i�vestigations to gu�de the design of all project grading and <br /> exca�ation activities. The detailed, design-le�el geotechnical in�estigations shall <br /> be performed for each of the structures praposed for the development site. <br /> 5ubsurFace canditions shali be explared and laboratory tests canducted on <br /> sefected soil samples to establish streng#h parameters for the design of <br /> exca�ations, retained slopes and fll placement, ar�d to determine the corrosive <br /> potentiai of both Bay mud and imported fill o� foundatian e�ements and buried <br /> utilikies. Recommendatians fram the investigations sf�all be incorporated into all <br /> plans for project grading, exca�ation, soil support {both temporary and Iong-term) <br /> and utility cons#ruction, to the satisfaction of#he City Engin�er• <br /> The detailed, design-ler►el investigations, relevant recommendations, and ala <br /> associated project grading, excavation and foundation pians, shall be suhject to <br /> review and approvai by an independent engineering geologist or geotecfi�nical <br /> engineer retained by the City �ngineer at applicant expense. In addition, the <br /> project civil engineer shall certif�+ to the City Engineer (e.g., through plan <br /> submittal far City review) that all relevant provisions of the in�estigations F�ave <br /> been incorporated into the gradir�g, exca�ation and construction plans, and all <br /> earthwork an� site preparation shali be performed under the direct supervision af <br /> a registered engineering geologist or geatechnica!er�gineer. <br /> Finding: Implementation of Mitigatian 15-1 would reduce the potential excavatian and <br /> grading impacts to a Iess-fhan-significarrt level. <br /> Facts in Support af Finding: Implementation af Mitigation 15-1 Wau1d reduce potential <br /> excavat�on and grading impacts to a �ess-thar�-significant level by requiring <br /> detai�ed, site-specific geatechnical investigations and solutions prepared by a <br /> registered engineering geologist or geotechnical engineer, with revfew and <br /> approval authority by the City Engineer.
