Mitigation: Mitigation 7-1. To mitigate the project`s impact (i.e., the project applicant would <br /> be responsible for fully funding/completing the mitigatiar} at the intersection af <br /> Wooclside Road and Broadway, the westbound approach on Broa�vuay would <br /> need to be r�estrrped to include a tota) of one IeR-turn lane,one through lane, ane <br /> shared throughlright-turn lane, and one right�turn lane. Signage would alsa need <br /> to be provided indicating #hat the "right-mast" right-#urn la�e is to southbound US <br /> 101 only. !n addition, the eastbound travel lanes wouid need to be restrrped to <br /> include a total of twa left-turn lanes and one shared throughlright-turn iane. The <br /> eas#bound and westbound signal phasing would need to be modified from split <br /> phasing to protected phasing. Because this intersection is subject to Caltrans <br /> �urisdiction, any changes to the aperation of t�e signal ar pMysical impro�ements <br /> ta the intersection would require Ca�trans approval. Pursuant to Caltrans Deputy <br /> �irecti�es 64 and 64-R9, requiring facilifation of multimodal trar►e!, it is possible <br /> that the abo�e improvements to the intersection of Woodside Raad and <br /> Broadway would also be required ta include such �eatures as pedestrian count- <br /> down signa�s, an emergency vehicfe pre-emption system, recanstruction of <br /> corner radii to red�ace pedestrian crossing distanves, pedestrian median refuges, <br /> bike lanes, and bike detectors. <br /> Finding: Implementation of Mitigation 7-1 would restore #he le�el of service (LOS} at this <br /> intersection to E or better, fesulting in a less-than-signif�cant r'mpacf. However, <br /> because this impra�ement would require Caltrans approval, the City cannot <br /> ensure the construction af this improvemen#. �thout implementation af the <br /> proposed mitigation, the 9mpact would be signifrcanr and unavoidable. <br /> Facts in Support of Finding: lmplementation of Mitigation 7-1 wouid reduce the prajecYs <br /> traffic impact at #he Woodside RoadlBroadway intersectian to a less-than- <br /> significant ievel through a combination of roadway restriping, signage, modified <br /> traffic signal phasing, and based on Caltrans directives, possibiy pedes#rian <br /> count-dawn signals, an emergency vehicle pre-emptfon system, new corner radii <br /> to reduce pedestrian crossing distances, pedestriar� median refuges, bike lanes, <br /> and bike detectors. However, the City cannot guarantee in advance that Caltrans <br /> will approve the mitigation, so the impact is currently cansidered significant and <br /> unavoidable. These facts are described in Dra�k EIR chapter 7 (Transportation, <br /> Circulation, and Parking) on pages 7-1 tF�rough 7-70, Draft EIR appendix 21.3 <br /> (Supplemental Transpartatian Information}, and Final EIR appendix A <br /> (Supplemental Traffic Enformation), which are hereby incorporated by reference. <br /> Impact: Impact 7-2: Existing Plus Project Impact on Woadside RoadlBay Road <br /> Intersectlon. Under Existing Pfus Projec# conditions during the PM peak hour, <br /> project traffic would cause the intersection to degrade fror» L05 D (35.5 secands <br /> delay) to LOS F ($4.7 seconds dslay). <br /> Mitigation: Mitigation 7�2. To mit+gate the �roject's impact (i.e., #he project applicant would <br /> be responsible for fully funding/completing the mitigation) at the intersection of <br /> Woodsid� Road and Bay Road, the westbound approach on Bay Road would <br /> need to be r�esfriped ta include a total af two left-turn lanes and ane shared <br /> throughlr9ght�turn lane. (Woodside Road is considered north-south and Bay Road <br /> is considered eas#-west.)
