These fac#s are describecf in Draft EIR chapter 7 (Transportation, <br /> Circulatian, and Parking) on pages 7-9 through 7-70, Draft EIR appendix 21.3 <br /> (Suppiemental Transportation Information), and Final EfR app�ndix A <br /> (Supplemental Traffic Information), which are hereby incorporated by referenc�. <br /> Impact: Impact 7-4: Exist�ng plus Project Im�act on Douglas AvenuelBroadway <br /> Intersection. Under Existing Plus Project conditions during the AM peak hour, <br /> project traffic wauld cause the intersection to degrade from �OS B (90.4 secands <br /> delay) to LOS F (167.6 seconds). During the PM peak hour, project traffic wauld <br /> cause the intersection ta degrade from LOS B (11.1 seconds} to LOS F {180.0 <br /> seconds}. !n additian, this ir�tersection would ha�e peak hour vol�mes large <br /> enough under both peak hours to satisfy the peak hour signal warrant. <br /> Mitigation: Mitigation 7-4. To mitigate the project's impact (i.e., tf�e project applicant would <br /> be res�onsible for fully fundinglcompleting the mitigatian) at the intersection of <br /> Douglas Avenue an� Broadway, the fntersection would need to be signalized <br /> with pratected phasing an all approaches. (Douglas Avenue is considered north- <br /> south and Broadway is considered east-west.) In addition #o signalization, <br /> parking (15 spaces) would neea to be removed from the north and sauth legs to <br /> accommadate additional travel ianes. The southbound approach would need to <br /> be restrfped to include a total of one left-turn lane, one t�rough lane, and one <br /> right-turn lat�e. The northbound approach wauld need ta be r�sfripedto include a <br /> tota� of two northbound left-turn lanes and one shared tf�roughlright-tum lane. <br /> The eastbound and westbound approaches would need to be restrrped to includ� <br /> a total of one le�k-tum lane and one shared throughlr�ght�turn lane. <br /> Finding: lmplementation af Mitigation 7-4 wo�ld impro�e the fevel of service (LOS} at this <br /> intersection to an acceptable L05 C during both peak hours, resulting in a less- <br /> than-signifrcant rmpact. <br /> Facts in Support of Finding: Implementation af Mitigation 7-4 would reduce the project's <br /> traffic impact at the Douglas A�enue/Broadway inters��ion ta a less-than- <br /> sigr�ificant leve� through a cambination of a traffic signal with protected phasing <br /> {to replace the current Stop signs) and roadway restriping• This mitigation would <br /> require the removal af 15 parking spaces from Douglas Avenue.
