Under Near Term Plus Project conditions during the PM peak <br /> hour, this intersection would conti�ue to vperate at LOS F, and projeck tra�c <br /> would cause the cr�tical delay to increase by 69.5 seconds. <br /> Mitigation: Mitigation 7-5. Implement Mitigation 7-1 (the �rojeat apPlicant wo�ld be <br /> responsibie for fully fundinglcampleting the mitigatRon}. With these improvements, <br /> th� level of service (E.OS) at this intersection would remain at LOS F. Aithough <br /> the �OS F condition would exceed #he City LOS standard, the LOS under Near <br /> Term Plus Project condition with this mitigation would be better tfian that under <br /> the Near Term Without Project condition. These improvements would enhance <br /> the overall performance of the intersection. <br /> Finding: Implementatior� of Mitiga#io� 7-5 would reduce this project impact to a less-than- <br /> significanf level. Nowever, because impiemer�tation af this mitigation wauld <br /> requ�re Caltrans appro�al, the City cannot ensure its construction. Withaut <br /> implementation of the proposed mitigation, the irr�pact would be signifrca�f and <br /> unavoidable. <br /> Facts in Support oF Finding: Implementatian of Mitigation 7-5 would reduce the projecYs <br /> traffic impact at the Woodside RoadlBroadway intersection to a �ess-than- <br /> significant I�vel #hrough a cambination of roadway restriping, signage, madified <br /> tra�c signal phasing, and based on Caftrans directives, possibly pedestrian <br /> count-dawn signals, an emergency �ehic�e pre-ern{�tion system, new corner radii <br /> ta reduce pedestrian crossing distances, pedestrian median refuges, bike lanes, <br /> and bike detectors. Howe�er, the City cannot g�arantee in advance that Caltrans <br /> will appra�e the mitigation, sa the impact is currently considered significar�t and <br /> unavoidable. These facts are described in Draft �IR chapter 7 (Transportativn, <br /> Circulation, and Parking) on pages 7-1 through 7-70, Draft EIR appendix 21.3 <br /> (Supplemental Transportation Informa#ion), and Fina! EIR appendix A <br /> (Supplemental Traffic Information), which are hereby incorporated by reference. <br /> Impact: Impact 7-6: Near Term Plus Project Impact on Woodside RoadlBay Road <br /> Intersection. Under Near Term Pfus Proj�ct conditions during the PM peak <br /> hour, project trafFic would cause this interse��ion to degrade from LOS D (44.9 <br /> seconds delay)to LOS F (91.1 seconds delay�}. <br /> Mitigation: Mitigation 7-6. implement Mitigation 7-2 (the project applicant would be <br /> respansible for fully fundinglcompleting the mitigation). <br /> Fincfing: Implementation af Mitigation 7-6 wauld improve the level of service (LOS) at this <br /> intersection to an acceptable LOS D in the PM peak hour, resulting in a less- <br /> than�signrficant impacf. However, because implementation o# this mitigation <br /> would require Caltrans approval, the City cannot ensure its �nstruction.
