Facts in Support of Find�ng: Implementation of Mitigafion 7-6 would reduce the project's <br /> traffic impact at the Woodside RoadlBay Road intersection to a less-than- <br /> significant level thro�agh a combinatian of roadway restriping and modified traffic <br /> signal phasing, and based on Caltrans directi�es, possibly new crosswalk and <br /> pedestrian signals, �edestrian crosswalk restriping, pedestrian median refuges, <br /> curb ramps, an emergency vehicle pre-emption system, new corner radii to <br /> reduce pedestrian crossing distances, bike lanes, and bike detectors. Hawe�er, <br /> the City cannot guarantee in ad�ance that Caltrans will app��e the mitigation, so <br /> the impact is c�rren#ly considered significant and unavoidable. Impact 7-7. Near Term Plus Project lmpact on Charter Streetl�roadway <br /> In#ersection. Under Near T'erm f'lus Project conditions during the AM peak <br /> hour, project traffic wa�ld cause this intersection tv degrade #rom LOS C (24.7 <br /> seconds delay} to �OS F {127.7 secands delay}. In the PM peak hour, the <br /> intersection wouid cantinue to operate at LOS F, and project traffic would cause <br /> the critical delay at the interssction ta increase by 104.6 seconds. In additian, the <br /> increase in peak hour �olumes at this intersection wa�ld be large enough under <br /> both peak hours to satisfy the peak hour signal warrant. <br /> Mitigation: Mitigation 7-T. Impfement Miti�ation 7-3 (the project applicant wauld be <br /> responsible for fully funding/completing the�nitigation}. <br /> Finding: Implementation of Mitigation 7-7 would impro�e the level of service {LOS) at this <br /> i�tersection to an acceptable L.�S B in the AM peak hour and an acceptable LOS <br /> C in the PM peak hour, resulting in a Iess-than-sign�cant impact. <br /> Facts in Support of Finding: Implementation of Mitigation 7-7 would reduce the project's <br /> traffic impact at the Charter 5treet/Broadway intersectian to a less-than- <br /> significant level thraugh a combination of a traff+c signal with protected �hasing <br /> (to replace the current 5top signs) and raadway resfriping. This mitigation would <br /> require the remaval of 50 tatal parking spaces from Charter Street and <br /> Braadway.
