These <br /> facts are described in Draft EIR chapter 7 (Transporiation, Circulafion, ar�d <br /> Parking} on pages 7�1 through 7-70, Draft EIR appendix 21.3 (Supplemental <br /> Transportation Infarmation}, and Final EIR appendix A (Sup�lemental Tra�c <br /> Information), which are hereby incorporated by reference. <br /> Impact: Impact 7-71: Existing Plus Project Impact,s on US 701 Freeway Segments. <br /> Traffic generated by the proposed project alone is expected to result in the <br /> foliowing freeway segment operational e#fects: <br /> ■ northbound US 101 (mixed flow) lanes between Whipple Avenue and SR 92 <br /> (PM}--an additional 4.fi percent of#he freeway segment capacity; <br /> ■ sauthbound U5 101 (mixed flow) lanes between SR 92 a�nd Whipple Aver�ue <br /> (AM)--an additianal 3.0 percent of the freeway segment capacity; and <br /> ■ soufhbound !J5 1 Q1 (mixed flow} lan�s betwesn Whipple Avenue and County <br /> line (PM}--an additional 1.6 percent af the freeway segment capaci#y. <br /> Mitigation: Mitigation 7�11. MitigatioR of these effects to a less-than-signifaant le�el would <br /> require constructian of an additia�al mixed flow iane on US 101. Caltrans,whicf� <br /> �as jurisdiction or►er improvements to US 101, has no plans to widen the affected <br /> freeway segments due to r+ght of way limitatians. Recent impro�ements in th� <br /> US 101 corridor have added auxiliary lanes between the interchanges from State <br /> Route 92 to Marsh Road. The scheduled construction af auxiliary fa�es on US <br /> 101 between Marsh Road and Embarcadero Road would alleviate congestion on <br /> the affected segments to some extent, but would not be sufFicient ta reduce this <br /> impact to less-than-significant. <br /> F�nding: Implerrtentation of Mitigation 7-11 is determined to be infeasible. Therefore, the <br /> impact is expected to remain significanf and unavoidable. <br /> Facts in Support of Finding: Impiementation of Mitigation 7-11 would require construction of <br /> an additional mixed �low lane an U5 101, which is under Caltrans jurisdiction and <br /> for which Caltrans has no current pla�s due to right of way limitations. The <br /> impact is expected to remaEn significant and unavoidable. These facts are <br /> described in Draft �IR chapter 7 (Transportation, Circulation, an� Parking) on <br /> pages 7-1 through 7-70, Draft EIR appendix 21.3 (5upplemental Transportation <br /> lnformation}, and Final EIR appendix A (Supplemental Traffic Informatian), which <br /> are hereby incorporated by referer�ce. <br /> Impact: Empact 7'-12: Cumulati�� With Project Impact on Veterans Boulevardl <br /> Woodside Road Intersection.
