Mitigation: Mitigation 7-12. To mitigate the project's contribution to the cumulative impact <br /> at the intersection of Veterans Boulevard and Woodside Road, an additiona! <br /> eastbound fhrough larre would need to be added. (Woodside Road is considered <br /> north-south and Veterans Boulevard is considered east-west.) With these <br /> impro�ements, the I��ef of servRCe (LOS) at this Rntersectior� would improve to <br /> LOS E during the PM peak hour. A�though LOS E still exceeds the City of <br /> Redwood City LOS standard, the L05 under Cumulative With Project conditions <br /> would be better than that under Cumufative No Project conditions. WidenEng of <br /> Veterans Bouievard between Chestnut and Waodside Road is included in the <br /> City's 7ra�c Impact Fee Program (TIF} project list. Accordingly, the applica�t's <br /> payment of its T�affc fmpact Fee in effect at time of payment and iss�ance of a <br /> building permit woufd mitigate the propased project's contribution to the <br /> significant cumulati�e impact. Hawever, because this improvement would require <br /> Caltrans appro�al, the City of Redwood City cannat ensure the constructian of <br /> this improvement, <br /> Fir�c�ing: Implementa#ion of Mitigation 7-92 (appiicant's payment of its Traffic Impact Fee) <br /> woufd mitigate the project's contribution to the cumula#ive impact to a less-than- <br /> signi�canf Ievel, but because this impro►+ement {an additional eastbound through <br /> lane) would require Caltrans approval, the Ciiy of R�dwao� City cannof ensure <br /> the construction of #his impro�ement. Therefore, without implementation of khe <br /> proposed mitigatian, the impact would be significanf and unavoidable. <br /> Facts in Support o# Finding: Implerrtentation of Mi#igatian 7-12 would reduce the �roject's <br /> contribution to the cumulative traffic impact at tl�e Veterans Soulevard/Woodside <br /> Road intersection to a less-than-significant level thrnugh the praject's payment of <br /> its City Traffic Impact Fee ta add an eastbound (Ve#erans Boulevard) through <br /> lane. However, the City cannot guarantee in advance that Caltrans wifl appro�e <br /> the mitigation, so the impact is currently considered significant and una�oidable. <br /> These facts are described in Draft E1R chapter 7(Transpor�atian, Circulation, and <br /> Parking} on pages 7-'1 thraugh 7-70, Draft EIR appendix 21.3 (Supplemental <br /> Transportation Information), and Final EIR appendix A (Suppfemental Traffc <br /> Infarmation),whRch a�e hereby incorporated by reference. <br /> Impact: Impact 7-73: Cumulati�e Wi#h Project Im�act on Woodside RaadlBay Road <br /> Intersection. Under Cumulative With Project conditions during the PM peak <br /> hour, the intersection would degrade fram LOS D to LOS �, and the praposed <br /> project cauEd contribute up to�46.2 seconds of critical delay to the intersection. <br /> Mitigation: Mitigatian 7-13. Ta mitigate th� project's contribution to the cumulative im�act <br /> at the intersection of Waadside Road and �ay Road, an additional westbound <br /> through lane would need to be added and the shared throughlrigh#-tum lane <br /> �con�erted ta a right-turn lane. (Woodside Road is considered north-sauth and <br /> Bay Road is cansRdered east-west.) Tra�c from the proposed project could add <br /> up to 46.2 seconds to the PM peak hour deiay at this intersectian over <br /> Cumuiative No �roject conditions (see Draft EIR Table 7.'�6); other Cumulative <br /> growth caufd add up to 3.4 seconds to the delay o�er Near Term No Project <br /> conditions.
