City adds the impro�ement to its Traffic Impact Fee Pragram (TIF} project list, the <br /> proposed project would pay its Traffic Impact Fee in ef�ect at time of payment <br /> and issuance of a building permit. <br /> The al�ove impro►►ements would be added to mitigation measures identified <br /> under Existing Plus Praject conditions for the intersection 4�Woodside Road and <br /> Bay Road {Mitiga#ion 7-2). <br /> Finding: Implementation of Mitigation 7-13 wauld mikigate the impact to a less-fhan- <br /> sign�canf level. However, because these improvemenks would require Caltrans <br /> appro�al, the City of Redwood City cannot ensure the construction af these <br /> impro�ements. Alsa, the additianal wes#bour�d thraugh lane would require <br /> additional right-of-way. W�thout impl�mentatian of tt�e proposed impravements, <br /> the impact would �ae signifrcant and unavoidable. <br /> Facts in Support of Fir�ding: Implementation of Mitigation 7-13 would reduce the project's <br /> contribution to the cumulati�e traffic impact at the Woodside RoadlBay Road <br /> intersection to a less-than-significar�t level through the project's payment of its <br /> fair share (estima#ed to be 93 percent) to a mi#igation fund, or if in effect at <br /> building permit issuance, through payment a�its City Traffic Impact Fee, to add a <br /> westbaund {Bay Road} througf� lane. Howe�er, the City cannot guarantee in <br /> advance that Caltra�s will appror►e the mitigation, so the impact is currently <br /> considered significant and una�oidable. These facts are described in Draft EIR <br /> chapter 7 {Transportation, Circulation, and Parking) on pages 7-1 through 7-7Q, <br /> Draft �IR appendix 21.3 (5upplemental Transportation Information), and F9nal <br /> EIR appendix A (Suppfemerttal Traffic lnformation), vvhich are hereby <br /> incorporated by referenoe. <br /> Impact: Impact 7-14: Cumulati�e With Project lmpact on Woodside Road! <br /> Middlefield Road Intersec#ion. Under Cumuiative With Project canditions <br /> durir�g the PM peak hour, the intersection wouid remain at LOS F, and the <br /> propased praject could contribute up to 29.2 seconds of critical delay to the <br /> intersection. <br /> Mitigation: Mitigation 7-14. This mitigation is in additio� to the Caltrans intersectior� <br /> improvement that will be implemented in 2013; a description of #he 2013 <br /> impror►ement is included on page 7-21 of t#�is EIR. <br /> To mitigate the significant cumulati�e impact at #he intersection of Woodside <br /> Road and Middleffeld Road, an additiona!southbou►ad fhrough lane wou�d nesd <br /> to be added to Woadside Road. (Woodside Road is considered north-south and <br /> Middlefield Road is cansidersd east-west.) Because this intersection is subject <br /> to Caltrans jurisdiction, this roadway widening and any chan9es to the operation <br /> of the signal woufd require Caltrans approval. <br /> With these impro�ements, the level of service (�OS) at this intersectian would <br /> remain at LOS F'.
