The widening of Woodside Raad, inclusive of this intersect�on, is included in the <br /> City's Traffic Ir�pact F'ee Program (TIF) project list. However, there is no current <br /> design option that is aco�ptable to both Caltrans and the City af Redwood City; <br /> therefore, this improvement may be infeasible. <br /> Finding: If a design for widening Waodside Road can be developed which is acceptable to <br /> both Caltrans and the City of Redwood City, payment of the T�affic Impact �ee <br /> by the applicant would mi#igate the propased project's contribution to the <br /> significant cumulative impact to a less-than-signi�cant level. Hawever, the <br /> City and Caltrans have nof agreed on a design option for widening Woodside <br /> Road, so the impact is currently considered significant and una�oidable. These <br /> facts are described in Draft EIR chapter 7 (Transportativn, Circuiation, and <br /> Parking) on pages 7-1 through 7-70, Draft EfR appendix 24.3 (5upplemental <br /> Transpo�tation Informatior�), and Final EER appendix A (Supplemental Traffic <br /> Information), which are hereby incorporated by reference. <br /> Impact: Impact 7-16: Cumulative With Project Impact on Douglas A�enuelBay Road <br /> Intersection. Under Cumulati�e With Projec� conditians during the PM peak <br /> �our, the intersection wauld degrade from L�S C to LOS F, and the proposed <br /> project could contribute up to 78.2 secands of critical delay to the intersection. <br /> Mitigatian: Mitigation 7-15. To mitigate the significant cumulative impact at the intersection <br /> of Douglas A�enue and Bay Road, the intersectian would need to be signalized <br /> with pratected phasing on the eastbound and westbound approaches on Bay <br /> Road. !n addi#ian to signalization, both the eastbound and westbound <br /> approaches would need to be restriped to include a total of one left-turn lane and <br /> one shared throughlright-turn lan� an both the eastbound and westbound <br /> approaches.
