Finding: Tf�e proposed project's payment of its fair share toward the necessary <br /> impravements ident�ed in Mitigation 7-16 would mitigate the pro�ect's <br /> contribution to the cumuiative impact to a less-than-signif'cant level. <br /> Facts in Suppart of Finding: Implementation of Mitigation 7-16 would reduce the project's <br /> contribution to the cumulative traffic impact at the Douglas AvenuelMiddEefield <br /> Road intersection to a less-than-significant I�vel through the project's payment of <br /> its fair share (estimated tv be 23 percent) to a mitigation fund, or if in effect at <br /> building permit issuance, through payment of its City Traffic Empact Fee, to <br /> modify the sig�al phasing at the intersection. These facts are descrihed in Draft <br /> EIR chapter 7 (Transpartation, Circulation, and Parking) on pages 7-7 through 7- <br /> 70, Draft EIR appendix 21.3 (Supplemental Transportation Information), and <br /> Final EIR appendix A (5upplemental TrafFic Information), wt�ich are hereby <br /> incorporated by reference. <br /> Impact: Impact 7-17: Cumulati�e With Project lmpact on 2nd Ar+enuelBroadwsy <br /> intersection. Under Cumulative With Project conditions during the AM peak <br /> hour, the intersection would remain at LOS F, and the proposed praject could <br /> contribute up to 6.7 seconds of critical delay to the +ntersection. <br /> Mitigatian: Mitigation 7-17. To mitigate the significant cumulati�e impact at the intersection <br /> of 2nd Avenue and �roadway, the intersection would need to be signalized. With <br /> this improvement, the level of service (LOS) at this intersection would improve to <br /> acceptable L05 C during the AM peak hour. <br /> Traffic from the proposed project could add Up ta 6.7 seconds to the AM peak <br /> hour delay at this intersection o�er Cumulative No I'roject canditions (see Draft <br /> EIR Table 7.16); other Cumufative growth could add up to 89.8 seconds to tt�e <br /> delay over Near Term Na Project conditions.
