Impact: Impact 7-18: Cumulati�e With Projec� Impact on Marsh RoadlScott Drive <br /> Intersection. U�der Cumulati�e With Project conditions during the PM peak <br /> hour, the intersectian, would remain at l.OS F and the proposed project could <br /> cantribute up to 14.4 seoonds of delay. Th� intersection of Marsh RoadlScatt <br /> Drive is located i�the City of Menlo I'ark. <br /> Mitigation: Mitigation 7-18. To mitigate the cumulative impact at the intersection of Marsh <br /> Road and Scott Drirre, the eastbour�d app�oach of Scott Drive would need ta be <br /> restriped to include a total of one shared throughlleft-turn lane and ane right-turn <br /> lane. {Marsh Road is considered north-south ancf Scott Qrive is considered east- <br /> west.) With these impra�ements, the level of ser�ice (LOS) at this intersection <br /> wouid remain an unacceptable LOS F during the PM peak hour. Although the <br /> LOS F stiEl exceeds the City of Menlo Park LOS standard, the LO5 ur�der <br /> Cumulative With Project conditions would be better than that under Cumulative <br /> No Project conditions. <br /> Traffic from the proposed project could contribute up to 14.4 seconds to the PM <br /> delay at this intersection over Cumulati�e No Project conditions {see Draft �fR <br /> Table 7.16); other Cumufati�e gfowth could add up to 7'�•� seconds to the delay <br /> over Near Term No Praject conditions. The proposed project would contribute its <br /> fair share to a mitigation fund established to pay for the cost of this improvement <br /> (estimated, base� on the Draft EIR, to be 16 percent) at the time af issuance of a <br /> building permit ar, if the City adds the im�rovements to its Tra�c Impact Fee <br /> Program (TIF) project fist, the proposed project would pay its Traffrc Impact Fee <br /> in effect at time af paymen#and issuance of a buil�ing permit. <br /> Finding: lmplementation of Mitigation 7-18 would reduce the project's contribution to this <br /> cumtalative impact to a less-than-sign�cant level. However, because this <br /> impro�ement would require City of Menlo Park approvai, the City of Redwaod <br /> City cannot ensure the construction of this impro�ement. Witha�t imp�ementatian <br /> of the praposed mitigatian, the impact would be significanf and unavoidable. <br /> Facts in Suppart of Finding: Implementation of M�tigation 7-18 would reduce the praject's <br /> contribution to the cumufative traffic impact at the Marsh RaadlSoott Drive <br /> intersection to a less-than-significant level through the project's payment of its <br /> fair share (estimated to be �6 percent} to a mitigation fund, or if in effect at <br /> building permit issuance, through payment af its City Traffic lmpact Fee, ta <br /> restripe the intersection. However, the City cannof guarantee in advance that the <br /> City of Menlo Park will approve the mitigation, so the impact is currently <br /> considered significant and una�oidable.
