capita, compared to the Project's 4.9 metric tons; neither the Reduced Development Alternative <br /> nor the Project wauld cause a significant climate change impact. <br /> Due to the retention of the �425 Broadway building and plaza, the �xisting �onir�g <br /> Aftsrnati�e would not realize certain en�ironmental benefits to the same extent as the Praject, <br /> such as improving comm�nity connections �y extending Warrington Avenus through t#�e Pro�ect <br /> site, impraving the vis�al character and quality of the site by creating a more caherer�t form, <br /> scale, and character, fully implemen#ing on-site utility impravements, flood-proofing all buildings, <br /> and replacing all buildings with new buildings constructed to meet the latest seismic and <br /> er�gineering standards. Because of its 0.7 FAR, the Red�ced De�elopment AlternatFVe also <br /> would not implement an enhanced TDM program based an a site �AR of 1.0, as wauld the <br /> Projec�. <br /> Because of its reduced density and retention of the 425 Broadway �uiRding and plaza, <br /> the Reduced Develo�ment Alternative would impair achievement of all project objectives, r.e., <br /> (i} redevelapment of the development site for a Stanford �niversity satellite lacation of sufficient <br /> size ta accommodate the long-term needs of academic support users; (ii) planning of the <br /> campus with sufficient flexibility to allow office, R&D, and medical clinic uses; (iii) redevelopment <br /> of the site to conserue natural resources through sustainable lar�d use companents and building <br /> features; (iv) rede�elopment of the site to enhance the quality and value of the adjacent <br /> residential neighborhood; (v} redevelopment of the site in a manner which pramotes and <br /> enhances a healthy and diverse sconomy in the City; (vi} transformation af the de�elop�nent <br /> site's existing design to allow de�elopment intensity in a manner which implements the New <br /> General Plan's vision fvr land use, u�ban form and density, economic development, and <br /> circulation; (v�i) creation af a pattern of smailsr City blocks integrated into the neighborhood- <br /> scale street grid; (viii) provision of a high-quality campus with substantial usable open s�ace; <br /> and (ix} achierrement of the forgoing objecti�es through a camprehensive land use plan. <br /> On balance, the environmental benefits that might be achieved with this alternati�e are <br /> outweighed by its increased en�ironmental impacts compared to the Project, its reduced <br /> environmental benefits compared to the Project and its impairment of the ability to fully satisfj► <br /> a11 project objectives, and the Ciry Co�ncil rejects this alternative. <br /> R&D, Hotel, and Restaurant Alternative (1.0 FAR) {Alternafive 18.4y. <br /> lJnder #his alternative, the developm�nt site would include �.24 million square feet a� <br /> RB�D floor area, a 5,000-square-foat restaurant, and a 300-roam hotel. Similar to the Project, <br /> the Hatel and Restaurant alternative would ha�e an o�eral! 1.0 FAR, res�rlting in approximately <br /> 1.52 milEion square feet on the develapment site. The R&D, Hotel, and Restaurant Alternative <br /> would retain the City's traditional vision of a more light industria]-oriented R&D campus whil� <br /> incarporating a hotel in an employment center near downtawn and adjacent to the Sta�ford <br /> Medicine Outpatient Center. <br /> Signi�icant adverse environmental impac#s of the Project that wo�ld be reduced by the <br /> R&D, Hotel, and Restaurant Alternati�e are certain traffic and air quality impacts, as described <br /> in the EIR. Some interssction le�e! o#service impacts that could be sign�cant and unavoidable <br /> under the Project (if other agencies with jurisdiction do not approve mitigation} might be less <br /> than significant under the R&D, Hotel, and Restaurant Altemati�e. The Praject's signi�icant <br /> unavaidable air quality impacts would likely be reduced to a less than sign�cant level under the <br /> R&D, Hotel, artd Restaurant Alternat�ve.
