and recommends tfat the City Gouncil adopt the Mitigation Manitoring and Reporting
Program. In addition, with respect to the mitigation measures, the Piannirg Commission
finds tha#:
(a) Same of the intersection mitigation measres included in the
Mitigation Monitaring Program canrot be implemented absent the aproval of
other agencies in addition to the City. These mitigatian measures and the other
agencies whose approvals are required are: (1} Mikigation 7'-1 and 7-5
{Woodside RoadlBroadway Intersectionj: Caltrans; (2) Mitfgation 7-2, 7-6 and 7-
3 (Waodside Road/Bay Road Intersectian): Cltrans; {3) Mtigation 7-12
(Veterans BIvd.IVlloodside Road Intersec#ion): Caltrans; (4} Mitigation 7-14
(Woodside RoadlMiddlefield Road Intersection): Caitrans; and (5) Mitigation 7-18
(Mars RoadlScott Drive Intersection): City of Menfo Park. The Planning
Commission hereby finds that these mitigation measures are partly within the
jurisdiction of ather public agencies and can and should be approved by those
other agencies. If any of these mitigation measurs is not approved by the other
agency listed, that mitigation measure will be infeasible.
(b) The Draft EIR identified one potentiaf mitigation measure that is
Enfeasible, as follows: Mitigation 7-11 and 7-19 - Widening of US 19 to add
mixed flow iane. The Planning Cammission finds that this mitigation measure is
infeasible becaase, althaugh the US 101 segments near the Project ste currently
operate at levels af service E and F, Caltrans, which has jurisdiction oer
imrovements ta US 01, has na plars to wden the affected freeway segments
due to right of way limitations.
11. The Planing Cammission concurs with the HRAC's April 12, 2012
recommendation, and recommeds that the DPR rating of the three separate resouces
related to the Ampex campus: the Ampex sign, Warnecke plaza and fountain and 425
Broadway bailding, be rev+sed to status Code 5 such that these resources are
recognized as historically significant to Redwaod City and, consistent with the DEIR
Section 14.9, that the removal of #hese resourcES would constitute a significant
unavaidable impact.
'E2. The Plannfng Commissian recommends that the City Council direct the
City's Community Develapment Department to file a notice of determination with the
Conty Clerk of San Mateo Courty upon approval of the Project.
13. Pursuant ta CQA Guideines section 5091(e), the documents and other
materials that constitute the record of proceedings upon wiich the Planning
Commission has based its recommendations are located in and may be obtained from,
#he Offce of the City Clerk at 1017 Middlefield Road, Redwoad City, Caifornia. The City
Clerk is the custodian of recards for all matters before the City.
14.
