The Planning Commission further certifies that it has re�iewed and considered the information in the Fina! EIR. 4. The Planning Commission finds that the information added in the Final EIR does not constitute signi�cant new information requiring recirculation of the DEIR, but rather that additional information clarifies or amplifies an adequate EIR. 5. The Planning Commission finds that c�rtain comments on the DEIR could be characterized as requests for additio�al mitigation measures. With respect to suggasted mitigation measures that w�re not added to the Final EIR, the Planning Commission recommends that the City Council adopt an� incorporate by reference the reasons set forth in the responses to comments contained in the Final EIR as its grounds for rejecting adoption of these mitigation measures. 6. The Planning Commission recommends that the City Council certify th� Final EIR for the Project. 7. Pursuant to CEQA section 21081.8 and CEQA Guidelines section 15091, and in support of its a�pro�al of the Project, the Planning Commission has reviewed and consi�ered the CEQA Findings af �'act far the Proj�ct, attached hereto as Exhibit A and incorPorated hErein by reference, finds that such Findings of Fact are supported by substantial evidence in the record, and recommends that the City Council adopt the CEQA Findings of Fact. 8. Pursuant to CEQA Guidelines sectian 15126.6, the Planning Commission has rEViewed and considered the Finding Regarding Alternatives, attached hereto as Exhibit B and incorporated herein by reference, and recammends that the Ciiy Co�ncil adopt the attached findings that describe how only the Project would satisfy the Project Objectives and #hat none of the alternati�es has environmental advar�tages over the Project when balancir�g the Pro�ect Objectives. 9. Pursuant ta CEQA Guidelines section 15093, the Planning Commission has re�iewed and considered the Statement of Overriding Considerations (SOC), attached hereto as Exhibit C and incorpara#ed herein by reference, and �ecommends that the City Cou�cil adopt the attached 50C that describes how th� merits of the project outweigh the significant una�oidable impacts identified that will result with implementation of the Praject. 1Q.
