6.1.A. - Page 13 Mayor Aguirre announced she had formed an Ad Hoc General Plan committee composed of herself and Council Member Pierce. One Council Member requested the City Attorney provide clarification regarding the Brown Act for everyone's benefit. Ms. Thompson clarified that it is acceptable for Council to attend certain events and they may talk about Redwood City in a general way about any items that are not coming before the Council for business at their meetings. The same Council Member noted that the Council is required to attend ethics training every two years and opined that there is a distinct difference between being heard and getting one's way. Another Council Member said this Council appreciates those who worked hard on the restoration of Bair Island, especially the work done by Ralph and Karen Noble, and that they understand what was done in the past, but that this land would have been left undeveloped today if not for the work done by City Council. Vice Mayor Gee said that on behalf of the Mayor and Council, he attended a volunteer appreciation lunch at the Senior Center last week with over 200 volunteers. He also said that he and Council Member Seybert attended the City clean up day at the Corporation Yard along with over 150 volunteers, nonprofits, service leagues and staff to clean up in recognition of Earth Day. Vice Mayor Gee announced other initiatives: May 9th is Bike to Work Day and several Redwood City businesses are competing in that and there is the "Catch a ride and roll" program from April 1 st through May 31 where one can take a pledge to take public transit and be eligible to win a prize every week with more information being available on the Peninsula Congestion Relief Alliance website. C. City Manager (Oral) Update Dr. Bell announced that the Parks, Recreation and Community Services Department has been selected as Playful City USA Community again for 2013. He also said that CALPERS changes in actuarial assumptions will increase PERS rates significantly and staff will look at what it may potentially mean to the City and this will be part of the budget discussion in June. Council Member Pierce announced that May 2nd is the Redwood City Education Foundation's 30th birthday and she invited people to please send them a birthday gift or check. She also announced that they will be recognizing Ron Delaine on Friday, May 3rd. Vice Mayor Gee added that they will also be recognizing Council Member Pierce that evening as well for lifetime achievement.
