6.1.A. - Page 12 <br /> A number of the Council Members expressed their thanks to staff and the <br /> Subcommittee for their work on the Plan. <br /> Public Comment <br /> Shaunn Cartwright, representing Peninsula Direct Action, spoke about perceived <br /> conflict with and violations of the Brown Act. She also spoke about the need for more <br /> affordable housing in relation to the existence of Pete's Harbor; how boats float while <br /> other things will sink; sea level rise is an issue, and she also questioned the EIR <br /> (Environmental Impact Report) as not being correct. <br /> Ms. Thompson, City Attorney, clarified that comments should be related to subject <br /> matter as per the Brown Act. She explained that the public policy behind the Brown Act <br /> is that there are no items that Council can discuss and act on if it is not on the agenda, <br /> but that staff and Council may provide factual clarity under the law. <br /> James Lee submitted a letter from the State Lands Commission to Mr. Paul Powers' <br /> attorney about the Environmental Impact Report. He expressed concern about climate <br /> change, sea level rise, and commented on what happened with Bair Island as great in <br /> terms of restoration and he credited the work done by activists in the 1980s. He spoke <br /> in support of the Climate Action plan as it is now, but opined that the types of projects <br /> being approved along the waterfront do not follow the plan and that there are serious <br /> sustainability problems with them. He also opined that adherence to the plan means <br /> that the Saltworks plan should be taken off. <br /> Leslie Webster, representing Save Pete's Harbor Incorporated, spoke about <br /> understanding the passion of the community groups as it relates to Pete's Harbor and <br /> their concern about climate change. She is encouraged by the Climate Action Plan and <br /> opined that if there was truly concern about the Climate Action Plan, they would look at <br /> development along the entire waterfront, including Peter's Harbor. <br /> M/S Seybert/Bain to adopt the resolution. Motion carries unanimously by electronic <br /> vote 7-0. <br /> One Council Member provided clarification on the number of various types of housing <br /> units being produced in Redwood City, and stated that while she values activism, she <br /> opined that Bair Island would have been left unrestored had it not been for Council <br /> investing funds into it and she encouraged others to not throw rocks, but to work with <br /> the City Council. <br /> 9.
