6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> August 26, 2013 <br /> SUBJECT <br /> Professional Services Agreement for Planning and Facilitation related to the Inner <br /> Harbor Specific Plan <br /> RECOMMENDATION <br /> By Motion, Approve the First Amendment to Agreement for Professional Services with <br /> MIG in the amount of $365,845 (for a total $425,730) for Facilitation and Preparation of <br /> an Inner Harbor Specific Plan. <br /> BACKGROUND <br /> Creation of a plan for development in the Inner Harbor (generally the area between <br /> Highway 101 and Seaport Industrial Area and Redwood Creek and the Union Pacific rail <br /> spur to the Port) is recommended in the City's General Plan. In the fall of 2012, staff <br /> recommended initiating a public process to identify the community's vision of <br /> development of this important connection of the City to the Bay. The Mayor selected a <br /> fifteen-member Task Force to work with staff, consultants, and the community focused <br /> on the goal of presenting a recommendation for the Inner Harbor <br /> ANALYSIS <br /> After researching firms with experience in waterfront planning, staff issued a Request <br /> for Qualifications (RFQ) for services to support the development of an Inner Harbor <br /> plan. All three firms who received the RFQ (Design Community and Environment, BMS <br /> Design, and MIG) responded to this request. <br /> Staff reviewed the qualifications of the three firms and invited MIG working with Hogle- <br /> Ireland (which was subsequently acquired by MIG) to submit a proposal to provide <br /> professional services in support of the Inner Harbor planning effort. Staff was <br /> impressed with the firms' long history and strong performance record in both planning <br /> and facilitation. Staff had also recently established a constructive working relationship <br /> with both MIG and Hogle-Ireland through their work on the City's General Plan and <br /> Downtown Precise Plan. Because of this recent experience, the City was able to <br /> negotiate for specific staff and skills suited to meet the needs of the Inner Harbor <br /> planning process. <br /> In order to move forward with the planning effort in a timely manner, staff negotiated a <br /> start-up contract with MIG for $59,885. Under this agreement the first Task Force <br /> meeting was held on June 13, 2013. This initial agreement has provided funding for the <br />
