6.1.C. - Page 2 <br /> consulting firm to begin early work on collecting background data, scoping needed <br /> studies, selecting and securing subconsultants, and conducting the first three Task <br /> Force meetings. The consultants have established a website for the project and begun <br /> populating it with information on the planning efforts, Task Force schedules and other <br /> relevant information. <br /> The first Amendment to the Agreement extends the scope of work as is necessary to <br /> move the process through the approximately one-year effort. As the scoping of the <br /> planning effort became clearer to staff and the consultants, it was recognized that rather <br /> than a Precise Plan, as was prepared for the Downtown, a Specific Plan was the <br /> appropriate planning device. A Specific Plan under the law requires a financing plan be <br /> part of the effort. This is important in an area such as the Inner Harbor, where <br /> considerable infrastructure investment is required to enable development. <br /> Consequently, the recommended scope of work in the Amendment to the Agreement, <br /> includes the completion of considerable technical reports and analysis, including <br /> financial, engineering and land use planning, as are required to complete a Specific <br /> Plan. <br /> The consultants' amended scope of work also includes planning and facilitation of eight <br /> Task Force meetings and a community-wide meeting, in addition to presentations to the <br /> Planning Commission and City Council. They are responsible for providing content to <br /> the website and coordinating with City staff on the website's maintenance. They are <br /> also responsible for outreach to other agencies, from local through federal, to assure <br /> coordination of the eventual Plan with any efforts by these agencies. <br /> The recommended scope of work and consultant effort is $425,730. This includes the <br /> original $59,885 agreement, resulting in a request for additional funding in the amount <br /> of $365,845. <br /> ALTERNATIVES <br /> The City Council could choose to not fund the additional work and direct staff to either <br /> re-negotiate the Agreement or select another consultant team and negotiate an <br /> Agreement with it. <br /> FISCAL IMPACT <br /> Funding is available in the Capital Outlay Fund FY 2013-14 adopted budget, <br /> Contingency line item. <br /> ENVIRONMENTAL REVIEW <br /> This action is not a project under CEQA <br /> G�� <br /> BILL EKERN <br /> COMMUNITY DEVELOPMENT DIRECTOR <br />
