6.1.G. - Page 1 RE PO RT To the Honorable Mayor and City Council From the Cit Mana er August 26, 2013 SUBJECT Award of Contract — 2012-2013 Sanitary Sewer Replacement Project RECOMMENDATION By motion, approve the contract documents and award the standard form contract 00520 for the 2012-2013 Sanitary Sewer Replacement Project to Con-Quest Contractors Inc. of San Francisco, California for their responsive and responsible low bid of $1,999,581.50 and authorize the City Manager to increase the contract amount, if necessary, up to 10% of the amount awarded, not to exceed $2,199,539.65. BACKGROUND The City systematically replaces sections of aging sewer infrastructure to ensure the continued reliability of the system. Each year, staff identifies pipelines that require excessive maintenance or experience repeated service disruptions and target those pipelines for improvement. Closed Circuit Television (CCTV) inspection review of Sanitary Sewer Basin Nos. 3 and C04 was completed in 2012. Staff's review of the inspection videos revealed numerous defects in these sewer basins. A number of construction options for repair/replacement, including traditional open trench and trenchless pipe-bursting techniques, were evaluated by the staff to determine the most cost-effective method of mitigation. This project combines both traditional and trenchless construction techniques in order to minimize disruption to the residents and deliver a cost-effective project. The proposed sanitary sewer replacement project will improve the condition of, and minimize infiltration and inflow into, the sewer collection system. This project will replace approximately 9,591 lineal feet of 6-inch, 8-inch, 12-inch and 15-inch vitrified clay pipe (VCP) sewer main with new 6-inch, 8-inch, 12-inch and 18-inch polyvinyl chloride pipe (PVC) and high density polyethylene (HDPE) pipe and replace 46 sanitary sewer manholes and 221 sanitary sewer laterals. ANALYSIS The six (6) bids received for the 2012-2013 Sanitary Sewer Replacement Project at the bid opening on July 3, 2013 are summarized below.
