6.1.G. - Page 2 <br /> BIDDER BID AMOUNT <br /> Con-Quest Contractors Inc.—San Francisco $1,999,581.50 <br /> Synergy Project Management—San Francisco $2,284,209.50 <br /> Pacific Trenchless Inc. -Oakland $2,442,492.00 <br /> Ranger Pipelines Inc.-San Francisco $2,497,071.50 <br /> Pacific Underground Construction Inc.-San Jose $2,698,845.00 <br /> Andes Construction Inc.-Oakland $2,704,772.00 <br /> The low bid of $1,999,581.50 submitted by Con-Quest Contractors, Inc. is 11.08% <br /> higher than the engineer's estimate of $1,800,000. Staff reviewed several references <br /> provided by Con-Quest Contractors Inc. for similar completed projects. The references <br /> provided satisfactory feedback in regards to accountability and performance of the <br /> contractor. Based on the bids received and feedback from the references, staff believes <br /> that the low bid is reasonable and recommends awarding the contract to Con-Quest <br /> Contractors Inc. <br /> ALTERNATIVES <br /> Council may choose not to award the contract and request staff to redesign and/or offer <br /> this project again for public bid. <br /> FISCAL IMPACT <br /> Funds for the 2012-2013 Sanitary Sewer Replacement Project were approved and <br /> appropriated in fiscal year 2012/13 budget as Sewer Fund Capital Projects — Collection <br /> System Replacement Program that has a balance of $343,472.84 as of June 30, 2013. <br /> For fiscal year 2013/14, an additional $1,350,000 was appropriated in for Sewer Fund <br /> Capital Projects - Collection System Replacement Program and $1,350,000 for Sewer <br /> Fund Capital Projects - Sewer Rehab Program. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency, City of Redwood City has determined that the 2012-2013 Sanitary <br /> Sewer Replacement Project meets the California Environmental Quality Act (CEQA) <br /> exemption criteria as set forth in CEQA Guidelines Section 15302, ("Replacement or <br /> Reconstruction") of the CEQA regulations. Furthermore, this project was designed <br /> compliant with the City's Engineering Standards and accepted practices. <br /> This project does not require a National Pollutant Discharge Elimination System <br /> (NPDES) General Permit for stormwater discharges associated with construction and <br /> land disturbance activities pursuant to Attachment A.2 of Order 2010-0014-DWQ which <br /> exempts projects to update existing lines and facilities. However, the proposed <br /> construction will employ stormwater pollution prevention best methods and practices. <br />
