6.1.1. - Page 2 ANALYSIS The newly adopted Public Arts Master Plan describes the necessary review and approval process for accepting public art. The Plan defines the roles of the City Council; the Civic Cultural Commission; the Public Art Sub-Committee; and the Public Art Task Force. Any public art project is reviewed by each until final denial or approval is given by the City Council. The Parks, Recreation and Community Services Department and the Community Development Department worked together with the community to produce a renovation plan for Jardin de Ninos Park. As part of that larger public works project, an art team from Interplay Design Inc. was selected by a panel comprised of representatives from the Parks, Recreation and Community Services Commission and the Civic Cultural Commission to design, build, and install a community-based bird bath and plaza within the park. The experienced art team includes two mosaic artists, a sculptor, as well as a fountain plumbing consultant. Several hands-on community meetings were held, and staff clearly heard the desire to have a fountain that would reflect those found in Michocan, Mexico; include mosaic tile work; and include extra seating. Attached to this report are pictures of what the artist team has developed, including samples of the bird themed tile art, and a model of what the bird bath fountain will look like once completed. Though the Public Art Master Plan wasn't approved until City Council's July 22nd meeting, the Civic Cultural Commission and the Public Art Task Force were kept apprised of the conceptual plans for the bird bath fountain since the beginning of this project in July 2012. ALTERNATIVES Reject the proposed artwork and have the Public Art Task Force develop revisions to the Jardin de Ninos Bird Bath Fountain to be presented to City Council at a future date. FISCAL IMPACT The G.R. Cress Birdbath Fund has a balance of $880,326 in account number 218- 73053-95. This already includes the City Council approved encumbered amount of $155,600 for the Jardin de Ninos Bird Bath Fountain and Plaza Project. ENVIRONMENTAL REVIEW The art work for the park is part of the larger public work project for Jardin de Ninos Park. As the lead agency, City of Redwood City has determined that the Jardin de Ninos Park Renovation Project meets the CEQA exemption criteria as set forth in Section 15302 ("Replacement or Reconstruction") and as such the art work for the park is also exempt.
