Purpose <br /> Environmental Science Associates (ESA) will prepare a series of draft baseline study <br /> reports to support the City's development of land use alternatives and a Specific P1an <br /> for the Inner Harbor Area, approximately 100 waterfront acres in Redwood City, <br /> California. <br /> II. Scope of Services <br /> Consultant will prepare stand-alone draft baseline study reports far specific <br /> environmental topics, detailed beJow. Generally, the scope of each report includes the <br /> research and presentation of existing conditions, issues, and constraints — both <br /> environmental and regulatory — within the Specific Plan Area and its relevant <br /> surroundings (referred to throughout as "Study Area"). The information will be focused <br /> on information that is pertinent to the development of potential land use development <br /> alternatives for the Study Area. The information in each report will be presented in <br /> narrative form, supported by figures, tables, and maps, as appropriate. All maps will be <br /> prepared on the City's GIS file base map(s) of the Study Area, which the City will <br /> provide to consultant. <br /> The following topics will be addressed by consultant or its subcontractor; Air Quatity and <br /> Human Health Risk; Cultural Resources; Greenhouse Gases; Hazards and Hazardous <br /> Materials; Biological and Jurisdictional Review and Constraints; Noise and Vibration; <br /> and Sea Leve/Rise, Flooding, and Baylands Restoration. <br /> The following topics are important environmental baseline topics that will be prepared or <br /> largely supported by other consultants, as detailed in the tasks below: Aesthetics and <br /> Geotechnical/ssues. <br /> Task 1: Air Quality and Human Health Risk <br /> Consultant will prepare a report that includes: <br /> a) Discussion of how the San Francisco Bay and the Peninsula's topography affect <br /> local air quality in the Study Area: As part of this discussion, consultant will <br /> develop a wind rose of the Study Area using meteorological data from the San <br /> Carlos Airport.
