EXHIBIT "A" <br /> Work Program <br /> Task 1: Finalize Baseline Study Reports and Implement Sea Level Rise Planning Collaboration <br /> Task. <br /> Finalize Baseline Study Reports: Consultant will incorporate the City's consolidated and non- <br /> contradictory review comments on the Administrative Draft(s) baseline study report into a final report(s) <br /> far City review. <br /> Sea Level Rise Planning Collaboration: Consultant will complete a "Sea Level Rise Strategies <br /> Assessment" that will identify possible adaptation strategies — natural and physical — that could be <br /> considered to address the sea level rise vulnerabilities in the Study Area.� <br /> Consultant's sea level rise experts will participate in a study session, as directed by City, with City <br /> focused on the information outlined in its Sea Level Rise Strategies Assessment and how certain <br /> opportunities, refinements, and adaptation strategies could apply to the preferred land use scenario, in <br /> particular potential shoreline edge treatments, to meet City goals as well as conform to state and local <br /> policy guidance. <br /> Task 2: Prepare Preliminary Project Description. Consultant will develop a Preliminary Project <br /> Description as a first step to developing the Administrative Draft EIR(Task 5). The Preliminary Project <br /> Description will incorporate City-confirmed text and exhibits created by the Specific Plan Team to <br /> describe the"CEQA Project"in text,tabular,and graphic forms. <br /> City to provide descriptions of up to three (3) land use scenarios and a preferred land use scenario; <br /> Specific Plan objectives, goals,policies, and guidelines pertinent to the environmental analysis; Proposed <br /> physical improvements (public amenities and infrastructure) to be implemented as part of the Specific <br /> Plan; and Phasing or near-term projects elements to be assumed in the environmental analysis. All <br /> policies identified in the Specific Plan will be considered part of the Plan, and their implementation and <br /> compliance will be assumed in the environmental analysis. Consultant will incorporate the City's <br /> consolidated and non-contradictory review comments on the Preliminary Project Description into the <br /> Project Description chapter of the Administrative Draft EIR(Task 5). <br /> Task 3: Notice of Preparation (NOP) and Scoping. Consultant will prepare, pursuant to CEQA <br /> Guidelines, an Administrative Draft NOP for one (1) round of review and revision by City. No Initial <br /> Study will be prepared All topics will be addressed in the EIR at an appropriate level of detail, including <br /> confirmation of topics for which the Specific Plan is anticipated to have no impact(e.g.,Agriculture and <br /> Forestry Resources). <br /> 1 <br /> REV:09-27-13 VR <br /> Page 3 of 9 <br />
