Consultant will draft a distribution list of appropriate public and quasi-public agencies to receive the <br /> NOP, including state agencies via the State Clearinghouse. Consultant will prepare and appropriately <br /> transmit the NOP to all required and selected public agencies and the County Clerk. City will publish and <br /> circulate the NOP to all other non-agency interested parties and organizations. Consultant will attend a <br /> Public Scoping Meeting to be facilitated by the City. Consultant will support staff to prepare meeting <br /> materials as necessary and directed by City. City will arrange for the Scoping Meeting to be digitally <br /> recorded (audio or transcription), from which consultant will prepare a written summary of all scoping <br /> comments,which will subsequently be included in an appendix to the Draft EIR with references to where <br /> in the Draft EIR each scoping comment is addressed. <br /> Task 4: Prepare Administrative EIR Settings. Consultant will prepare Administrative EIR Settings in <br /> advance of the Administrative Draft EIR (Task 5). For each environmental topic in the EIR, the Setting <br /> will address physical and regulatory conditions, consistency with applicable approved City plans and <br /> policies,and applicable CEQA significance criteria and thresholds. <br /> Fehr & Peers will describe and provide an analysis of the existing conditions for the study intersections <br /> and freeway segments and ramps (listed below in Task 5.14 in Section II.B of this scope of work). <br /> Existing traffic operations at intersections will be analyzed using the procedures outlined in the Highway <br /> Capacity Manual (HC1Vn for freeway on- and off-ramps, and study intersections. Fehr & Peers will <br /> qualitatively analyze the existing conditions of transit,bicycle and pedestrian locations and facilities,with <br /> a focus on connections to the study area. Gaps in traffic, transit, bicycle and pedestrian systems will be <br /> noted. <br /> Task 5: Prepare Draft EIR. Overview: Consultant will prepare the Draft EIR pursuant to the requirements <br /> of the CEQA, California Public Resources Code Sections 21000 et sequitur, and CEQA Guidelines, Title <br /> 14, California Code of Regulations 15000 et seq. The Draft EIR analyses will also be prepared in <br /> accordance with current professional standards and practices and consistent with significance criteria <br /> approved by the City.The Draft EIR will present the necessary substantial evidence to support that adoption <br /> of, and development or other changes that could occur under the Specific Plan, either would or would not <br /> result in a significant effect(as defined by CEQA)on each of the environtnental topics potentially affected. <br /> The analysis of the Specific Plan will be conducted at a program level, which will apply program-level <br /> significance criteria and thresholds and as necessary identify programmatic mitigation measures. Consistent <br /> with the City's goal for the Specific Plan to be"self mitigating,"policies identified in the Specific Plan will <br /> be considered part of the Plan,and their implementation and compliance will be assumed. <br /> The Draft EIR will be organized in a clear and familiar format with data and discussions that are <br /> understandable to the lay reader. The Draft EIR will include an Introduction; EIR Summary; Project <br /> Description (see Task 2); and sections for Environmental Setting, Impacts, and Mitigation Measures <br /> (detailed below); Alternatives (detailed below); Cumulative and Growth-Inducing Analysis and other <br /> Required Statutory Sections; EIR Preparers List; as well as Appendices and References and a list of <br /> Acronyms and Abbreviations used in the docuxnent. <br /> REV:09-27-13 VR <br /> Page 4 of 9 <br />
