6.1.A. - Page 2 <br /> ANALYSIS <br /> The City is currently in the process of formulating a Memorandum of Understanding <br /> (MOU) with the Conservancy and Refuge to outline the partnership of inerging the <br /> Bayfront Project with the South Bay Salt Ponds Restoration Project (Restoration <br /> Project). The concept is to use the City's stormwater from the Bayfront Canal as a <br /> source of seasonal flow to establish seasonal wetlands as the restoration project. The <br /> Regional Water Quality Control Board has indicated its support for this project when <br /> presented as a clean water initiative. With the MOU formulation at its initial stage, the <br /> project is not yet ready for full design. However, the timeframe for the environmental <br /> process associated with the Restoration Project requires that conceptual design work <br /> begin now, thus necessitating the requested amendment to the current agreement. Staff <br /> anticipated returning to the City Council at a later date with a subsequent amendment to <br /> fund the full design of the project. <br /> ALTERNATIVES <br /> Council may choose not to authorize the execution of Amendment 3 with Moffatt & <br /> Nichol, and direct staff to reevaluate work scope and/or select another consultant. This <br /> will delay the design and project schedule. <br /> FISCAL IMPACT <br /> The proposed amendment will reduce the fund balance by $138,025. The amendment <br /> results in a total agreement in the amount of $243,011. Funds are available in the <br /> Capital Projects Fund — 5t" Avenue Pump Station/Bayfront Storm Drainage account <br /> which has an available balance of $5,739,493 as of June 30, 2013. <br /> ENVIRONMENTAL REVIEW <br /> For this collaboration project the Conservancy and the Refuge are the lead agencies to <br /> conduct analysis to comply with the California Environmental Quality Act and the <br /> National Environmental Policy Act. <br /> GRACE LE, PE <br /> SENIOR CIVIL ENGINEER <br /> LJ <br /> BILL EKERN <br /> COMMUNITY DEVELOPMENT DIRECTOR <br />
