6.1.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 9, 2013 <br /> SUBJECT <br /> Amendment Number 3 to Agreement for Professional Services with Moffatt & Nichol for <br /> engineering design services <br /> RECOMMENDATION <br /> By motion, approve, and authorize the City Manager to execute Amendment Number 3 <br /> with Moffatt & Nichol in the amount of $138,025 for conceptual design services for the <br /> Bayfront Canal and Atherton Channel Improvements and Habitat Restoration Project <br /> (Bayfront Project) and authorize the City Manager to increase the contract amount up to <br /> 10%. <br /> BACKGROUND <br /> On February 27, 2012, the City executed an agreement with Moffatt & Nichol for <br /> $30,882 to develop a hydraulic model and perform a feasibility study to analyze the <br /> potential for routing storm flows from the Bayfront Canal and Atherton Channel into the <br /> managed ponds that are part of the South Bay Salt Ponds Restoration Project, which is <br /> managed by the California State Coastal Conservancy (Conservancy) and owned by <br /> Don Edwards San Francisco Bay National Wildlife Refuge (Refuge). Moffat and Nichols <br /> was selected for this project because of its prior work with the Conservancy and the <br /> consulting team providing design services for the Conservancy and the Restoration <br /> Project. Staff believed that the value of familiarity with the City and the Restoration <br /> Project, and the confidence of the Conservancy in the firm, made them the best firm for <br /> this specific City work. They worked for the City previously on the levee certification <br /> project. <br /> On July 6, 2012, the City executed Amendment Number 1 with Moffatt & Nichol for <br /> $17,800 to update the flow data and revise the hydraulic model to avoid conflicts with <br /> Caltrans' double 48" storm drain pipes in the same vicinity. <br /> On February 25, 2013, the City executed Amendment Number 2 with Moffatt & Nichol <br /> for $56,304 for services relating to the Bayfront Project's grant application to the <br /> Department of Water Resources, and the water quality monitoring for the Regional <br /> Water Quality Control Board. <br /> These previous contract amendments resulted in a total agreement in the amount of <br /> $104,986 and had the objective of providing preliminary information necessary to <br /> assess the feasibility of moving forward with the Bayfront Project. <br />
