6.1.C. - Page 1
RE PO RT
To the Honorable Mayor and City Council
From the Cit Mana er
September 9, 2013
SUBJECT
Memorandum of Understanding for FY 2013-14 between the Sequoia Healthcare
District and the City of Redwood City for the PE Plus Program
RECOMMENDATION
Approve by motion and authorize City Manager to execute the FY 2013-14
Memorandum of Understanding (MOU) between Sequoia Healthcare District (SHCD)
and City of Redwood City, and authorize City Manager to initiate discussions with
SHCD to develop a fuller agreement with SHCD to provide comprehensive physical
education curriculum for children in kindergarten through 5th grade in the Redwood City
School District.
BACKGROUND
The Sequoia Healthcare District (SHCD) and Redwood City Parks, Recreation, and
Community Services (PRCS) both recognize the critical need that exists for consistent
physical education and physical activity opportunities for students during the school day.
Both parties have a common objective to assure that children in the Redwood City
School District (RCSD) have access to such opportunities. With grant funds provided
by SHCD, both PRCS and the Peninsula Community Center (PCC) have agreed to
provide a comprehensive, sequential K-5 PE curriculum called "PE Plus" that serves
nearly 5,000 children in kindergarten through 5t" grade in the Redwood City School
District.
The FY 13-14 MOU between SHCD and the City of Redwood City constitutes the
second year (of a three year agreement) that the Sequoia Healthcare District Board
approved funding for the PE Plus Program. The MOU also memorializes each entity's
willingness to dedicate professional staff to this effort among PRCS, PCC, RCSD and
SHCD. The MOU describes the City's obligations to SHCD in connection with City's
receipt of $272,925 in grant funding for the implementation of the following year 2 goals
and objectives:
Goal I: Target Schools - City will conduct programming at the four schools listed below
during the 2013-14 academic year. If opportunity presents itself to expand to other
schools during this grants cycle, an amendment to this agreement will be made. The
budget is based on 140 days of PE Plus Instruction and 30 days of Recess and Lunch
