They could use Douglas Avenue, which has a traffic signal, instead of <br /> Hurlingame Avenue to access Middlefield Road. Also, the traffic signal warrant <br /> would not be met at the Hurlingame Avenue/Middlefield Road intersection. Traffic <br /> signals should not be installed at unwarranted locations because they would <br /> unnecessarily delay traffic on the main street. Because the vehicles have options, <br /> because the number of vehicles experiencing LOS F would be relatively small, and <br /> because a traffic signal warrant would not be met, the project impact to the <br /> Hurlingame Avenue/Middlefield Road intersection is considered less-than-significant. <br /> L 2.04 Traffic--What is the City's timeline and strategy for installing traffic signals identified <br /> to mitigate traffic impacts under Near Term Plus Project conditions at the <br /> Charter/Bay intersection? <br /> Response: The City plans to add the Charter/Bay (Mitigation 7-8) intersection to its <br /> list of Traffic Impact Fee (TIF) program improvements so that the improvements will <br /> be completed under the TIF program when they are needed. If for any reason the <br /> City does not add this intersection to its TIF program, the City will collect fair share <br /> payments from the applicant and other developers to fund the needed <br /> improvements. Under either the TIF or the fair share approach, the intersection <br /> improvements would be scheduled so as to avoid unacceptable traffic operations at <br /> the intersection. <br /> In addition. because the Draft EIR anticiqates that without mitiaation. the Charter/Bav <br /> intersection would oqerate at an unacceqtable level of service under Near Term Plus <br /> Proiect conditions. the Citv has added the followina reauirement to the Precise Plan: <br /> "if. at the time this imqrovement is reauired (see Chaqter IV. Intersection <br /> Imqrovement Tablel. the imqrovement has not vet been constructed and the Citv <br /> determines that other develoqment has not vet sianificantiv contributed to the need <br /> for the imqrovement. then the aqqlicant shall fullv fund or construct the imqrovement. <br /> In that event. the Citv shall enter into a reimbursement aareement with aqqlicant <br /> ursuant to which aqqlicant mav be reimbursed for imqrovement costs that exceed <br /> the aqqlicant's fair share. The sourcelsl of the reimbursement will be develoqer fair <br /> share funds. if anv. collected within three vears from the effective date of the <br /> reimbursement aareement." <br /> L 2.05 Traffic--Has the City performed a capacity analysis for identified potential <br /> roundabouts to ensure that an acceptable LOS will be achieved? <br /> Response: For two of the study intersections that would meet signal warrants and <br /> that would have project impacts, the Draft EIR suggests consideration of <br /> roundabouts in lieu of traffic signals. The two intersections in question are Charter <br /> Street/Bay Road and 5th Avenue/Bay Road. Under cumulative conditions with the <br /> project, both intersections with a roundabout would operate at LOS A or B during the <br /> morning and evening peak hours. Calculation sheets are included in appendix A of <br /> this Final EIR.
