7.A. - Page 250 ude the imposition of possible mitigation measures after additional <br /> CEQA review. <br /> Zoninq Map Amendment <br /> While the Stanford in Redwood City project conforms to the City's General Plan <br /> Commercial Office and Public/Quasi-Public (Hospital) land use designations, it does not <br /> currently conform to the existing "IR" (Industrial Restricted) zoning district designation. <br /> The proposed Stanford in Redwood City Precise Plan is a zoning document that <br /> requires a Zoning Map Amendment to change the Project Precise Plan Area (Precise <br /> Plan Blocks A-G) from the existing "IR" (Industrial Restricted) zoning district to "P" <br /> (Planned Community) zoning district. <br /> The zoning change will allow, among other things, a higher 100% Floor Area Ratio (the <br /> ratio, expressed as a percentage of the maximum permitted gross floor area, of a <br /> building or buildings to the lot area), consistent with the Project Precise Plan Area <br /> General Plan designation, where the IR District currently only allows a 70% FAR for <br /> permitted uses and 35% FAR for conditional uses. <br /> Precise Plan <br /> The City prepared a Precise Plan for the Stanford in Redwood City project. The Precise <br /> Plan is comprised of goals, development standards, urban design guidelines and <br /> circulation, infrastructure, and capital improvement policies and standards intended to <br /> guide the transition of the existing low-rise, parking lot oriented complex into a campus <br /> workplace that is denser, greener and more attractive architecturally. <br /> The key intentions of the Precise Plan are to ensure that the buildout of the precise plan <br /> area is compatible with the surrounding neighborhoods and to enable Stanford <br /> University to meet its development objectives to: <br /> 1. Redevelop the project development site for a Stanford University satellite location <br /> in a campus setting of sufficient size to accommodate the long-term needs of <br /> academ ic and academ ic support users for whom an appropriate location on the <br /> main Stanford campus is not available, feasible or essential. <br /> 2. Plan the campus with sufficient flexibility to allow office, research /development <br /> and medical clinic uses by Stanford and/or other users. <br /> 3. Redevelop the project development site to conserve natural resources through <br /> sustainable land use components and building features, including those affecting <br /> transportation, energy, water and air quality. <br /> 4. Redevelop the site so that it enhances the quality and value of the adjacent <br /> residential neighborhood. <br /> 5. Redevelop the site in a manner which promotes and enhances a healthy and <br /> diverse economy in Redwood City. <br /> 6. Transform the project site's existing campus design to allow development <br /> intensity in a manner which implements the City's new General Plan vision for <br /> land use, urban form, density, economic development, and circulation. <br /> 7. Create a pattern of smaller City blocks integrated into the neighborhood-scale <br /> street grid. <br /> 8. Provide a high quality campus with substantial usable open space. <br />
