The remaining 13-acres of the 48-acre campus not included in the Stanford in 7.A. - Page 249 <br /> City project include: <br /> ■ 420, 430, 440 & 450 Broadway -Approved 11-acre, 360,000 square foot Stanford <br /> Medical Clinics (referred to in the Draft EIR and Precise Plan as Block F); and <br /> ■ 550 Broadway -Existing 2.3-acre, 67,640 square foot building (referred to in the <br /> Draft EIR and Precise Plan as Block G). <br /> As previously mentioned, the two properties listed above are not part of Stanford <br /> University's proposed project, but are included in the Stanford in Redwood City Precise <br /> Plan in order to ensure that future on-site and off-site improvements for the entire 48- <br /> acre campus are designed comprehensively. <br /> The Stanford in Redwood City Project involves the demolition of eight existing office <br /> research and development (R&D) buildings totaling approximately 537,000 square feet <br /> that are proposed for replacement, in multiple phases, with Stanford University <br /> administrative office uses (75% to 100%), research and development uses (0% to 10%), <br /> and medical clinic uses (0% to 15%) in up to 1,518,000 square feet of building space in <br /> approximately thirteen commercial buildings supported with approximately four parking <br /> structures, on-site surface parking and new street parking that would contain <br /> approximately 4,500 parking spaces. Common support uses include a childcare center, <br /> cafeteria, fitness center and other employee amenities. The project also proposes an <br /> onsite storm water retention system, recycled water pipeline extension, dual piping for <br /> use of recycled water, a central greenway and a 2.4 acre publically accessible open <br /> space area adjacent to Spinas Park. In addition, Barron, Warrington and Hurlingame <br /> street extensions are proposed through the campus to improve pedestrian, bicycle and <br /> vehicular circulation. <br /> Proiect's Procedural History <br /> A full chronology of the procedural history in processing the Stanford in Redwood City <br /> EIR and requested planning approvals are provided in the recitals to Attachment 1. The <br /> chronology outlines the steps taken by City staff to support an informed public process. <br /> The Project has undergone extensive review with many opportunities for public input <br /> beginning with the City's Notice of Preparation (NOP) and Scoping Session hearing for <br /> the EIR in 2008, to the February 21, 2012, public hearing before the Planning <br /> Commission to take testimony on the Draft EIR, Precise Plan and Zoning Map <br /> Amendment. <br /> GENERAL PLAN AND ZONING COMPLIANCE <br /> Zoninq Text Amendments <br /> The zoning text amendment adds language to Article 52 to allow for alternative <br /> procedures and findings for the issuance of a planned community permit for property <br /> subject to a precise plan and a development agreement. <br /> The proposed Precise Plan sets forth a specific process and findings with respect to the <br /> subsequent approval of PC Permits, which is also addressed in the Development <br /> Agreement. For approval of PC Permits during the first 10 years of the term of the <br /> Development Agreement and the first possible 10-year extension, the findings are <br /> limited to a finding of consistency with the Precise Plan.
