Impact 14-1: Historic Resources (Project and Cumulative) Impacts
Final EIR
The City's EIR consultant also prepared a Final Environmental Impact Report for the
Stanford in Redwood City Project (Final EIR). The Final EIR contains minor text
corrections and written responses to comments from responsible agencies, interested
parties and the public provided during the 45 day public review period on the Draft EIR.
City staff received comment letters from the California Department of Transportation,
San Mateo County Department of Public Works, Silicon Valley Bicycle Coalition, Sierra
Club, and ten community members. The City's Historic Resources Advisory Committee
(HRAC) also made recommendations to the Planning Commission on the Cultural and
Historic Resources Chapter of the Draft EIR.
The HRAC believed that the Ampex sign, Warnecke fountain and plaza, and the 425
Broadway building are historic resources of aesthetic, educational, cultural, and
architectural significance to the citizens of the City under Redwood City Municipal Code
Section 40.3. Thus, the HRAC concluded that the three resources have special
meaning to the community and therefore their removal would constitute a significant
unavoidable impact under DEIR Section 14.1 (Cultural and Historic Resources
Chapter). In addition, the HRAC recommended revising the DPR rating of the three
separate resources related to the Ampex campus to Status Code 5 such that these
resources are recognized as historically significant to Redwood City. The proposed
resolution concurs with the HRAC recommendation. Additional consideration should be
given to the fact that the Applicant, and the Cultural Resources Survey dated January
2009 contend the three aforementioned features are not historically significant.
Therefore, should the Planning Commission agree with the Applicant no Statement of
Overriding Consideration would need to be included on this issue.
There was no significant new information in the Final EIR as none of the input received
identifies new impacts or changes the analysis or outcomes of the EIR. The mitigation
measures contained in the EIR are incorporated into the Precise Plan for the Project to
avoid or substantially lessen significant environmental effects. Therefore, no further
