6.2.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 9, 2013 <br /> SUBJECT <br /> Acceptance of the FY2012 Pre-Disaster Mitigation Competitive Grant Award from the <br /> Federal Emergency Management Agency (FEMA) and the California Governor's Office <br /> of Emergency Services (Cal OES/EMA) to the City of Redwood City for seismic retrofits <br /> of the City Water System <br /> RECOMMENDATION <br /> Adopt a resolution: <br /> 1. Accepting the FY2012 Pre-Disaster Mitigation Competitive Grant Award of <br /> $1,952,760 for a total project budget of $2,603,380 from the Federal Emergency <br /> Management Agency (FEMA) and the California Governor's Office of Emergency <br /> Services (Cal OES/EMA); and authorizing the City Manager to execute the Grant Award <br /> Agreement and related contract documents. <br /> 2. Approving an appropriation amendment to Fiscal Year 2013-2014 Water Fund <br /> Capital Projects budget to increase revenues by $1,952,760, and to increase <br /> expenditures by $794,394 for the grant acceptance and project implementation. <br /> BACKGROUND <br /> On October 10, 2011, the City Council accepted the Water System Master Plan Report <br /> and directed staff to move forward with specific recommendations and projects for <br /> future Council consideration. <br /> The Water System Master Plan anticipates an integrated seismic improvement program <br /> that prioritizes projects based on criticality, funding levels, cost benefit ratios, and the <br /> City's level of service expectations. Seismic improvement projects will be designed and <br /> constructed over the next five years to increase the reliability of water tanks, pump <br /> stations, and pipes during significant seismic events. <br /> The master plan ranked seismic improvement projects as the highest priority among the <br /> identified capital improvement projects; consequently, staff recommends they be <br /> implemented first. <br />
