6.2.B. - Page 2 <br /> Recommended projects include: <br /> • Strengthening the wood roof of the Carson Reservoir to prevent the collapse of <br /> the roof into the reservoir. <br /> • Providing isolation valves and standpipes in the Redwood Shores region to allow <br /> for rapid resumption of water service following earthquake related damage to the <br /> water pipes in that region. <br /> • Anchoring essential equipment in pump stations. <br /> • Providing flexible piping connections and/or improve anchorage at Glenloch, <br /> Easter Cross, Cambridge 1&2, Easter Bowl, and Wilmington Tanks to <br /> accommodate potential tank uplift or sliding. <br /> ANALYSIS <br /> Since 2011, in accordance with the City Council's Grant Management directives, Staff <br /> has been aggressively pursuing grant funding from FEMA to assist in accomplishing <br /> City capital improvement goals and objectives. The FEMA Pre-Disaster Mitigation <br /> Competitive Grant would allow the City to complete the above-mentioned essential <br /> seismic retrofit work with no on-going impacts on the City finance and administration. <br /> This high-value, therefore, highly competitive and most-sought-after federal grant is <br /> managed through the California Governor's Office of Emergency Services with a cost- <br /> share requirement of 75% Federal and 25% City. Cal OES will retain 10% of the actual <br /> spending as grant management fees. <br /> On July 30, 2013, Staff received an Award Letter from FEMA and Cal OES approving a <br /> grant funding budget for the total requested project cost of $2,603,380. The Federal <br /> share is $1,952,760, and the City share is $650,920. The City will have three years to <br /> complete the projects. Staff anticipates using the funds for construction costs, though <br /> will work with FEMA to recover all eligible costs, such as design and inspection. <br /> In recognition of the favorable terms and benefits, Staff recommends that the Grant be <br /> accepted. <br /> ALTERNATIVES <br /> Council may choose not to accept the grant award from FEMA and Cal OES, and direct <br /> staff to use approved City Water System Enterprise funds to complete the proposed <br /> retrofit work. <br /> FISCAL IMPACT <br /> If the grant award is accepted, the Finance Department will adjust the City Fiscal Year <br /> 2013-2014 budget to accommodate the grant and project construction fund as follows: <br /> • Increase revenue budget to the WaterFund Capital Projects by $1,952,760, and <br /> • Increase expenditure budget to the Water Fund Capital Projects by $794,394. <br /> The remainder of the grant-awarded project budget is funded by appropriations <br /> already included in the Water Fund Capital Projects — Water System Seismic <br />
