09/09/2013 WHEREAS, the DEIR was released for a 45 day public review/ comment period beginning on January 26, 2012 and ending on March 12, 2012, and the DEIR was filed with the State Office of Planning & Research under State Clearinghouse No. 2008102023; and WHEREAS, on February 21, 2012, the Planning Commission held a duly noticed public hearing and received public testimony on the DEIR. The City received a number of letters and emails from the public, responsible agencies, and interested parties and recommendations from the City's Historic Resources Advisory Committee (HRAC), during and after the DEIR public review period; and WHEREAS, the City prepared written responses to the comments received during the comment period and included these responses in the Final Environmental Impact Report for the Stanford in Redwood City Precise Plan Project (together with the Draft EIR, the "Final EIR") and prepared a separate document entitled "Mitigation Monitoring and Reporting Program for the Stanford in Redwood City Precise Plan Project."; and WHEREAS, the proposed Precise Plan sets forth specific procedures and findings with respect to the subsequent approval of Planned Community (PC) Permits for those properties subject to the proposed Development Agreement that differs from those set forth in Article 52; and WHEREAS, on September 9, 2013, the City Council held a duly noticed public hearing on the Final EIR and this Precise Plan; as well as the following Project approvals: a Zoning Map Amendment to rezone the Project area to Planned Community District in order to implement the Project, Zoning text amendments that provide for the ability to adopt alternative PC permit procedures and findings for property that is subject to a development agreement, and a proposed Development Agreement between the City and Stanford; and WHEREAS, in compliance with California Environmental Quality Act regulations, on September 9, 2013, the City Council of the City of Redwood City certified the Final EIR for the Stanford Project; and WHEREAS, on September 9, 2013, the City Council introduced an ordinance rezoning the existing Industrial Restricted (IR) zoning district for the real property that is bisected by Broadway and generally bounded by Highway 101, Douglas Avenue, Bay Road and Second Avenue (Assessor's Parcel Numbers 054-141-180, 054-141-220, 054-141-230, 054-141-240, 054-141-200, 054-141-210, 054-133-190, 054-133-200, 054-150-120, 054-150-140, 054-150-150, 054-150-160, 054-150-170, 054-150-180, ATTY/RE50.2903/STANFORD IN RWC PRECISE PLAN ADOPTION RESO.#15295 REV:08-29-13 VR MUFF#100 Page 3 of 5
