09/09/2013 <br /> 054-150-190 and common area parcel A) to Planned Community (P) zoning district on <br /> the Zoning Map ("Zoning Map Ordinance"); and <br /> WHEREAS, on September 9, 2013, the City Council introduced an ordinance <br /> with the Zoning text amendments that provide for the ability to adopt alternative PC <br /> permit procedures and findings for property that is subject to a development agreement; <br /> and <br /> WHEREAS, the City Council will consider introducing an ordinance to approve a <br /> Development Agreement by and between the City of Redwood City and Stanford <br /> University for the development of the Stanford in Redwood City Project ("Development <br /> Agreement Ordinance"); and <br /> WHEREAS, the City Council of the City of Redwood City has reviewed the <br /> Precise Plan, dated August 2013, provided under separate cover and incorporated <br /> herein by this reference, and has considered evidence received at a duly notice public <br /> hearing related thereto. The Stanford in Redwood City Precise Plan constitutes a zoning <br /> document that contains goals, development standards, urban design guidelines and <br /> circulation, infrastructure, and capital improvement policies intended to guide the <br /> transition of the existing low-rise, parking lot oriented complex into a campus workplace <br /> that is denser, greener and more attractive architecturally. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF REDWOOD CITY AS FOLLOWS: <br /> 1. The recitals set forth above are true and correct, and are hereby <br /> incorporated herein by this reference as if fully set forth in their entirety. <br /> 2. The City Council, having considered the evidence received at the public <br /> hearing duly noticed and held for said proposed Precise Plan, finds as follows: <br /> A. The Precise Plan is consistent with the Redwood City General <br /> Plan, as further described in Table 16.1 of the Stanford in Redwood City Final EIR. <br /> B. The Precise Plan is found to be in conformance with the goals and <br /> objectives of Article 52 of the Zoning Code of the City of Redwood City because its <br /> combination of office, research and development and medical clinic uses, on an <br /> underutilized infill site, appropriately requires flexibility under controlled conditions not <br /> otherwise attainable under other districts. The Precise Plan contains land use, urban <br /> design, and circulation policies to create a distinctive facility on the site of the former <br /> Mid-Point Technology Park. The Precise Plan's policies are intended to guide the <br /> transition of this low-rise, parking lot-oriented complex to a campus workplace that is <br /> denser, greener, and more attractive architecturally. Transit-supportive planning <br /> approaches are intended to minimize the effect of this change on nearby <br /> neighborhoods.
