The purpose of the Precise Plan is to provide a unified and <br /> comprehensive framework of land use regulations and design guidelines to guide new <br /> construction and build-out of the Precise Plan area. <br /> D. The Precise Plan is considered by the City Council concurrently <br /> with the amendment of the Zoning Map for the subject property from "IR" to the P <br /> Zoning District and Zoning text amendments to provide for the ability to adopt <br /> alternative PC permit procedures and findings for property that is subject to a <br /> development agreement. <br /> 3. The City Council of the City of Redwood City adopts the Precise Plan, <br /> contingent upon the effectiveness of both the Zoning Map Ordinance and Development <br /> Agreement Ordinance. In the event that either the Zoning Map Ordinance or <br /> Development Agreement Ordinance does not become effective, the Precise Plan shall <br /> not be deemed adopted. In the event that either the Zoning Map Ordinance or <br /> Development Agreement Ordinance is challenged, the Precise Plan shall not be <br /> deemed adopted unless and until both ordinances are in full force and effect. This <br /> approval is based on the City Council's consideration of and reliance on the Final EIR <br /> and in accordance with the plans, details and descriptions contained therein, and in the <br /> Resolution certifying the Final EIR and conditioned upon and subject to the Mitigation <br /> Monitoring and Reporting Program therein. <br /> 4.
