7.1.1-1. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager September 23, 2013 SUBJECT Award of Contract — 2013-2014 Water Main Replacement Project RECOMMENDATION By motion, determine the project is exempt from CEQA, approve, and authorize the City Manager to execute, the contract documents and award the standard form contract 00520 for the 2013-2014 Water Main Replacement Project to Casey Construction, Inc. of Redwood City for their responsive and responsible low bid of $859,820.00, and authorize the City Manager to increase the contract amount, if necessary, up to 10% of the amount awarded, not to exceed $945,802.00. BACKGROUND On October 10, 2011, the City Council accepted the Water System Master Plan Report and directed staff to move forward with specific recommendations for future Council consideration. The Water System Master Plan prioritized the system pipeline replacement into seven priorities or programs to improve the reliability of the system and provide improved fire protection. ANALYSIS The 2013-2014 Water Main Replacement Project will replace Priority One water mains which are generally water mains 4 -inches in diameter or smaller; as well as water mains that are greater than 4 -inches in diameter and have had at least four leaks in the past seven years. The project scope of work includes replacing approximately 5,000 linear feet of deteriorated cast iron water pipeline (distribution and transmission systems within City of Redwood City right of way and Town of Woodside right of way) with more durable 8 -inch PVC pipes. Lateral service connections (89) and one existing fire hydrants will be replaced, in addition new fire hydrants will be installed at locations recommended by the Redwood City Fire Department.
