7.1.1-1. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 23, 2013 <br />SUBJECT <br />Award of Contract — 2013-2014 Water Main Replacement Project <br />RECOMMENDATION <br />By motion, determine the project is exempt from CEQA, approve, and authorize the City <br />Manager to execute, the contract documents and award the standard form contract <br />00520 for the 2013-2014 Water Main Replacement Project to Casey Construction, Inc. <br />of Redwood City for their responsive and responsible low bid of $859,820.00, and <br />authorize the City Manager to increase the contract amount, if necessary, up to 10% of <br />the amount awarded, not to exceed $945,802.00. <br />BACKGROUND <br />On October 10, 2011, the City Council accepted the Water System Master Plan Report <br />and directed staff to move forward with specific recommendations for future Council <br />consideration. The Water System Master Plan prioritized the system pipeline <br />replacement into seven priorities or programs to improve the reliability of the system <br />and provide improved fire protection. <br />ANALYSIS <br />The 2013-2014 Water Main Replacement Project will replace Priority One water mains <br />which are generally water mains 4 -inches in diameter or smaller; as well as water mains <br />that are greater than 4 -inches in diameter and have had at least four leaks in the past <br />seven years. The project scope of work includes replacing approximately 5,000 linear <br />feet of deteriorated cast iron water pipeline (distribution and transmission systems within <br />City of Redwood City right of way and Town of Woodside right of way) with more <br />durable 8 -inch PVC pipes. Lateral service connections (89) and one existing fire <br />hydrants will be replaced, in addition new fire hydrants will be installed at locations <br />recommended by the Redwood City Fire Department. Please see attached project <br />location map. <br />The eight (8) bids received at the bid opening on August 28, 2013, are summarized in <br />the table below. <br />
