Casey Construction, Inc. has
successfully completed similar projects in the past and is a qualified contractor. Based
on the bids received, staff believes that the low bid is reasonable and recommends
awarding the contract to Casey Construction, Inc.
Construction is expected to begin at the beginning of October 2013, and conclude within
120 calendar days. The city has acquired an encroachment permit from the Town of
Woodside to perform work in Woodside's right of way. The city will give notice to all
residents and businesses that might be affected by the construction. Additionally, the
contractor is obligated to notice area residents and businesses two weeks prior to the
start of work on each street and/or two days prior to any interruption of water service.
Signage that contains project information will be posted at the construction sites and
construction updates will be available on the city's website.
ALTERNATIVES
Council may choose not to award the contract and direct staff to redesign and/or rebid
this project. Continued deterioration of the water main in the project area will increase
replacement costs and may result in pipe breakages that could interrupt service,
damage roadways and/or private property.
FISCAL IMPACT
Funds for the general work of this project have been approved and appropriated in the
Fiscal Year 2013/14 budget as Water Fund Capital Projects — Distribution System
Replacement Program which has an available balance of $1,235,246.13 as of
September 3, 2013.
