7.3.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 23, 2013 <br />SUBJECT <br />Ordinances for the Stanford in Redwood City Project <br />RECOMMENDATION <br />1. Waive the Second Reading and Adopt an Ordinance amending Article 52 to <br />allow alternative findings in Precise Plans for Developers with Development <br />Agreements in conformance with the Stanford in Redwood City Precise Plan. <br />2. Waive the Second Reading and Adopt an Ordinance Amending Article 60, <br />Zoning Map no 4 (Ampex Neighborhood) to rezone real property that is bisected <br />by Broadway and generally bounded b Highway 101, Douglas Avenue, Bay <br />Road, and Second Avenue (referred to in the Stanford in Redwood City EIR and <br />Precise Plan as Blocks A -G) from the existing Industrial Restricted ("IR") zoning <br />district to the Planned Community ("P") zoning district. <br />3. Waive the Second Reading and Adopt an Ordinance approving, and authorizing <br />the City Manager to execute, the Development Agreement by and between the <br />City of Redwood City and th Board of Trustees of the Leland Stanford Junior <br />University. <br />BACKGROUND <br />On September 9, 2013, the City Council introduced three ordinances for the Stanford in <br />Redwood City project at 585 Broadway. If adopted, these ordinances will be effective on <br />October 24, 2013. <br />At that meeting, the City Council also adopted resolutions certifying the EIR for the <br />project and approving the Precise Plan. The Precise Plan resolution is contingent on the <br />adoption of the three ordinances described in this report. <br />ANALYSIS <br />These ordinances are necessary for the Stanford in Redwood City Project to proceed. <br />Analysis of the ordinances was provided in the Staff Report to City Council on <br />September 9, 2013. The City Council adopted a resolution that did not find there to be <br />local historic significance to the fountain, the building at 425 Broadway, and the Ampex <br />sign. <br />
