7.3.A. - Page 3 <br />ORDINANCE NO. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AMENDING ARTICLE 52 OF THE REDWOOD CITY ZONING <br />ORDINANCE, AS AMENDED, TO PROVIDE FOR THE ABILITY TO <br />ADOPT ALTERNATIVE PLANNED COMMUNITY PROCEDURES AND <br />FINDINGS FOR PROPERTY SUBJECT TO A DEVELOPMENT <br />AGREEMENT <br />WHEREAS, the Redwood City Zoning Ordinance (Ordinance No. 1130) was <br />enacted to protect the health, safety, peace, morals, comfort, convenience, and general <br />welfare of the people of Redwood City ("Zoning Ordinance"); and <br />WHEREAS, the Zoning Ordinance may be amended by the City Council upon <br />recommendation by the Planning Commission; and <br />WHEREAS, Article 52 of the Zoning Ordinance currently sets forth procedures <br />and findings for the processing and consideration of a planning community permit ("PC <br />permit"); and <br />WHEREAS, the City Council is concurrently considering project approvals <br />related to the Stanford in Redwood City Precise Plan ("Stanford Project"), which Precise <br />Plan includes alternative procedures and findings for PC permits from those set forth in <br />Article 52; and <br />WHEREAS, in order to ensure that the Stanford Project is consistent with the <br />Zoning Ordinance and to allow for the consideration of alternative procedures and <br />findings in similar situations, the proposed Zoning Ordinance text amendment provides <br />for the ability to allow for alternative procedures and findings for the issuance of a PC <br />permit for property that is subject to a precise plan and a development agreement <br />("Zoning Text Amendment"); and <br />WHEREAS, the environmental impacts of the Stanford Project have been <br />analyzed in the Stanford in Redwood City Precise Plan Environmental Impact Report, <br />which the City Council has certified; and <br />WHEREAS, a notice of public hearing on the Zoning Text Amendment was duly <br />published in the Daily News 10 days prior to the public hearing; and <br />WHEREAS, on August 20, 2013, the Planning Commission held a duly noticed <br />public hearing on this Zoning Text Amendment that provides for the ability to adopt <br />alternative PC permit procedures and findings for property that is subject to a precise <br />plan and a development agreement. <br />WHEREAS, on September 9, 2013, the City Council held a duly noticed public <br />hearing on this Zoning Text Amendment that provides for the ability to adopt alternative <br />ATTY/ORD.395/ARTICLE 52 ZONING TEXT AMENDMENT <br />REV: 08-29-13 VR <br />Page 1 of 2 <br />
